Under general supervision, performs supervisory, technical and fiscal control work for County government. Work involves assisting with the development, implementation, and maintenance of the annual operating and capital budgets and related publications and reports. Work also involves assisting departments in the performance measurement process, including development, maintenance and reporting of productivity and effectiveness measures. Work involves preparing various reports and schedules, performance measurement/ benchmarking projects and audits, policy research and recommendations, statistical reports, rate studies, and comparative analyses. Work also involves grants management, assisting in implementation of countywide purchasing functions, and preparing statistical information for annual audit. Reports to the Budget Administrator.
EXAMPLE OF DUTIES
Assists in the development, preparation, administration and analysis of the County’s operating and capital improvement budgets. Performs research and analytical work of various financial and other data individually or as member of a team. Prepares written or oral reports of findings. Provides advice and technical assistance to departments involving budget preparation.Develops criteria for and monitoring of a performance measurement system. Assists Departments and Agencies with development of performance measurement program criteria such as development of goals, work objectives and measurement tools to accomplish missions. Also assists Departments and Agencies with internal/external assessment of customer satisfaction with services and programs provided.Provides assistance to County departments or divisions in organizing and obtaining requirements for various federal or state grant processes and administration; requests and collects required information, reports, and documentation from departments and divisions; prepares necessary budget amendments, journal entries, invoices and reimbursements as required to manage grant budgets. May assist in development of grant proposals.Reviews and analyzes through field audits and operations research, the operating, capital and grant budgets of County departments and other County-funded agencies including internal audits of the volunteer Fire programs to ensure adequate internal controls.Provides research and assistance with implementation of various countywide purchasing procedures, practices and policies.Performs related work as required and provides technical assistance to answer inquiries and explain policies/procedures of the department.
