JOB
Under general supervision, performs professional planning and research work in the County Planning Department. Work involves assisting with the administration of Pitt County land development regulations; assisting with land use planning efforts; and researching and preparing maps, reports, abstracts, and other materials as requested by County Commissioners, Planning Board, County Manager, other agencies, etc. Work also involves assisting with enforcement of the County’s Soil Erosion and Sedimentation Control, Stormwater, and Floodplain Development regulations. Prepares technical data and reports as needed. Responds to general public’s requests for data and information. Reports to the Planner III (Environmental Planning).
EXAMPLE OF DUTIES
Provides technical assistance to the general public and development community on planning, development and related matters; interprets, administers and enforces County development regulations, particularly relating to the Subdivision, Soil Erosion and Sedimentation Control, Stormwater and Flood Damage Prevention Ordinances.Assists with review of comments from review agencies to determine necessary requirements for developing property; reviews plans, proposals, etc. and advises on applicability of regulations; takes or recommends action on development proposals; provides staff interpretations on development ordinances.Assists with the administration of the Soil Erosion and Sedimentation Control, Stormwater, and Floodplain Development regulations. Reviews plans and permits to ensure compliance; conducts site inspections during construction to assure compliance with specific regulations, specifications and ordinances. Assists with the administration of the County’s Buyout Property Leasing Program. Maintains required documentation and reports, and prepares technical data and reports as needed. Reviews preliminary, construction, and final plans of proposed developments, recommending changes as necessary; reviews cost estimates for construction projects; Coordinates and serves on the Technical Review Committee and compiles meeting agendas and minutes.Responds to general public’s requests for data and information about soil erosion and sedimentation, stormwater, and floodplain programs and regulations. Receives and responds to citizen complaints regarding drainage systems, including investigation, reporting, and enforcement actions; prepares necessary documentation of activities.Assists Planning staff in the preparation and maintenance of short and long-term land use plans to ensure orderly growth of the County and efficient use of County's resources in adherence with established ordinances, policies and procedures pertaining to land use and development.Researches tax, land and census records and maps to assist and provide information to the general public, County officials etc., as requested; performs such research as necessary to gather and analyze such statistical and narrative data; develops and maintains necessary database information.Assists in preparation of correspondence, reports, abstracts, flow charts, maps, graphs, and other illustrative materials for presentation to Planning Board, County Commissioners, County Manager, etc., and for development of new regulations; assists in the preparation of ordinances and procedures; may present maps, reports, ordinances, etc. to elected officials and private citizens. Records final subdivision plats at the register of deeds. Utilizes GIS to create map coverages and associated databases and to generate requested maps. Updates and maintains coverages and databases, as necessary.ADDITIONAL JOB DUTIESServes as a County Review Officer for maps recorded by the Register of Deeds Office. Assists in administration of projects related to County emergency situations. Performs other related work as required.
