Under the supervision of the Company’s CFO, The Senior Manager of Payroll and Benefits oversees all aspects of payroll and benefits administration in a multi-state, multi-legal entity environment of apprx 400 employees. This role is responsible for ensuring compliance with federal, state, and local regulations, implementing efficient payroll and benefits processes, and providing strategic direction to the payroll team. Leading a team of two payroll employees, the Senior Manager will drive accuracy, compliance, and employee satisfaction in payroll and benefits functions.

Key Responsibilities

Payroll Management

  • Oversee and manage payroll operations for multi-state, multi-legal entity payrolls, ensuring accuracy and timeliness.
  • Supervise and mentor two payroll employees, providing guidance, training, and performance evaluations.
  • Ensure payroll compliance with federal, state, and local tax regulations, including proper calculation of taxes, benefits deductions, and garnishments.
  • Manage payroll processing cycles, including year-end activities (e.g., W-2, tax filings & tax agency issues).
  • Ensure payroll-related data is accurate, complete, and current.
  • Basic understanding of accounting practices and terms—this position will work closely with the different entities’ finance departments.
  • Work closely with finance & tax teams, human resources, and legal teams in the US & Canada.
  • Ensure that payroll processes are aligned with the company’s goals and policies
  • Stay current with changes in payroll & benefit laws, state and city regulations / ordinances, and best practices, and implement any necessary changes to policies and procedures.
  • Prepare and present ad hoc, monthly, quarterly, and annual payroll-related reports and analyses as needed.
  • Troubleshoot and resolve payroll discrepancies / errors.

Benefits Administration

  • Work closely with the HR for the administration of employee benefits programs, including health insurance, retirement plans, and other voluntary benefits.
  • Collaborate with HR and benefits providers for open enrollment, benefits renewals, and issue resolution.
  • Ensure compliance with benefits-related regulations, including ACA (annual review and preparation), ERISA, COBRA, and HIPAA.
  • Analyze and reconcile benefits costs and payroll deductions to ensure accuracy and alignment with budgets.
  • Manage and approve FSA vendor invoices.
  • Manage Workers Compensation annual renewal and audit.
  • Administer Leave Of Absence calculations and disability or leave payments in conjunction with Insurance and state agencies.
  • Compliance and Risk Management

  • Monitor and implement changes in payroll and benefits legislation, ensuring compliance with federal, state, and local laws.
  • Lead audits related to payroll and benefits, working with external auditors.
  • Maintain internal controls and documentation to safeguard sensitive employee data and ensure accuracy.
  • Strategic Leadership

  • Evaluate and recommend improvements to payroll and benefits systems, policies, and workflows.
  • Serve as a subject matter expert and advisor on payroll and benefits-related matters for leadership and employees.
  • Prepare and present reports on payroll, benefits, and compliance metrics on an ad-hoc basis.
  • Qualifications / Requirements :

  • Bachelor's degree in Human Resources, Business Administration, or a related field
  • 8 years of progressive experience in payroll and benefits administration, with at least 3 years in a leadership role.
  • Proven experience managing payroll in a multi-state, multi-legal entity environment (CA and NY in particular).
  • In-depth understanding of federal, state, and local payroll and benefits regulations.
  • Basic knowledge in accounting / payroll journal entries
  • Strong communication and customer service skills.
  • Ability to handle sensitive and confidential information.
  • Strong attention to detail and accuracy
  • Advance knowledge in payroll systems (ADP / WFN a plus) and benefits administration platforms.
  • Demonstrated proficiency with Excel and Google Workspace (Sheets, Docs, etc.)
  • Certified Payroll Professional (CPP) or Senior Professional in Human Resources (SPHR) preferred.
  • Work Environment

  • Office (New York, Los Angeles, San Francisco or Seattle) or hybrid / remote setup is offered.
  • May require extended hours during payroll processing cycles or audits
  • Salary for this role is $120,000-140,000 USD annually depending on experience.
