MAJOR FUNCTION

Highly responsible professional engineering work in the planning, development, implementing and management of the capacity of water, wastewater and reclaimed water systems. Correlates and integrates capacity program with geographic information system and hydraulic analysis programs. Responsible for various activities related to treatment facility compliance and permit renewals plus the review of development plans and related documents within the Utilities Division.

ILLUSTRATIVE DUTIES

Assists in the preparation of the Division’s Quarterly Capacity Summary Report. Prepares professional evaluations, assessments, studies, reports, and models of systems and facilities for planning, expansion, regionalizing and decommissioning systems and facilities.

Tracks the status of utility capacity projects for the permitting and allocation of development projects.

Analyze and evaluate water production facilities, wells, pumps, chlorination systems, booster pump stations, wastewater treatment facilities, aeration systems, pump stations, distribution systems, collection systems, and transmission systems.

Coordinates with regulatory agencies on capacity commitments, used and available capacities.

Types of permitting duties include the compliance evaluation of treatment facilities for permit renewals, data computation for capacity or hydraulic analyses, and permit document preparation for permit renewal applications.

Conducts field inspections of water and wastewater facilities and reviews facility analytical data to assure adherence to permit compliance requirements for required reports.

May analyze and evaluate computer models using WaterCAD/WaterGEMS to assist with master planning, pump selection, pipe sizing and other related hydraulic considerations.

Using established models, update with new inputs to determine acceptability of new building developments or uses.

Procure and manage consultant services as necessary on capacity programs.

Procure and manage consultant services on compliance projects.

Attends meetings, conferences, and seminars as required.

May oversee and direct the work of others as necessary.

Performs related duties as required.

KNOWLEDGE, ABILITIES AND SKILLS

Knowledge of the principles and practices of utilities management, land use planning, specifically land development and utility planning techniques.

Knowledge of and ability to collect and research land use information, census data, development data, read and interpret abstracts, and interpret deed and real property legal descriptions.

Ability to read and interpret aerial photographs, related land use maps, interpret civil engineering project/construction blueprints, plans, and specifications.

Ability to learn applicable rules, regulations, codes, ordinances, and laws related to land use and development.

Knowledge of water and wastewater permit application requirements and procedures.

Ability to complete and/or write clear, concise and accurate descriptions, reports, and studies making a summary of pertinent information.

Skill in utilizing Division computer software packages, spreadsheets and databases, i.e. AutoCAD, GIS, Word, Excel, and others to create reports, perform data manipulation and statistical analysis.

Ability to use independent judgment in evaluating situations and making decisions.

Ability to establish and maintain an effective working relationship with the public, officials, and other employees, as well as to communicate effectively, both orally and in writing.

MINIMUM QUALIFICATIONS

Graduate of an accredited four-year college or university in a field which included course work in urban planning, public administration, civil or environmental engineering, geography, environmental studies or science, or surveying and have a minimum of seven (7) years of related work experience.

Must have a valid driver’s license and be able to obtain a valid Florida driver’s license at time of employment.

A comparable amount of training and experience may be substituted for the minimum qualifications.

SPECIAL PREFERENCE

Able to develop and/or maintain hydraulic models of the County’s water, wastewater and reclaimed water systems with the modeling software currently in use by the Utilities Division. Currently: WaterGEMS and SewerGEMS.

SPECIAL REQUIREMENT

This position shall be required to report for work as directed when a declaration of emergency has been declared in Polk County.
