What are the responsibilities and job description for the Regional Director - ADRC position at Polk County (WI)?
The position exists for the development, administration, and operation of programs and services offered by the Aging and Disability Resource Center, Polk and Burnett County Aging Programs, in accordance with state and federal laws, rules and regulations and to implement general policies set forth by governing bodies and agencies. This position is responsible for the task list below either directly or through delegation of management staff. This list is not all encompassing.
•Coordinate and supervise daily activities for the Aging and Disability Resource Center, Polk County Aging Programs, and Burnett County Aging programs. Review the operation and programs for legal compliance and the appropriate provision of services. Work jointly with other departments and outside agencies. •Maintain stability of the Intergovernmental Agreement of Polk, Burnett Counties and St. Croix Chippewa Indians of Wisconsin, by serving as a Department Head within both counties and liaison to the tribe. Develop separate (as well as combined) budgets, working within the fiscal, employee, committee requirements of each and providing status reports to all entities.
•Report to and take direction from the Aging and Disability Resource Center Board as well as both County Administrators.
•Develop and maintain consistency among the offices and cohesion among the multi-county/office staff.
•Develop and maintain a shared vision and programming plan among the management team.
•Provide professional consultation and staff leadership. Monitor, supervise, and approve activities of subordinates to ensure accuracy, thoroughness, competence, and efficiency. Conduct subordinate employee performance evaluations and direct staff in efforts to identify ways to improve the quality of services and development of programs.
•Assess the Aging Programs and Aging and Disability Resource Center offices’ needs for support and services.
•Assure AIRS certification compliance within the agency.
•Monitor contract oversight and compliance for Aging Programs and ADRC contracts.
•Develop, implement and maintain policy, process, procedures and memorandums of understanding as needed.
•Ensure requirements are met for the ADRC State of Wisconsin contract with a high level of departmental performance, quality, interest, cohesion and momentum.
•Administer the financial, program development and implementation, and reporting components of both the Polk and Burnett County Aging Programs within Federal, State, and Local guidelines so that the programs operate as efficiently as possible.
•Complete or provide oversight for completion of all State of Wisconsin reporting requirements.
•Provide back-up functions for Aging and Disability Resource Center staff as needed.
•Maintain regular contact with County and Tribal representatives to ensure service provision.
•Develop, maintain and/or provide oversight for marketing, outreach and public education. Promote the Aging and Disability Resource Center accomplishments to maintain visibility as a positive community force. Represent the Aging and Disability Resource Center in a professional manner at all times.
•Responsible for coordination, agenda and minutes for the Aging and Disability Board meeting.
•Provide and/or arrange for appropriate training for Aging and Disability Resource and Aging program staff.
•Liaison to regional advisory and state committees.
•Address complaints and grievances.
•Supervise the record-keeping procedures of the Aging and Disability Resource Center and Aging Programs, ensuring accurate and timely fiscal reporting, customer records handling, and maintenance to ensure confidentiality compliance.
•Determine Aging and Disability Resource Center and Aging Programs funding needs and prepares the annual budgets. Direct preparation and negotiation of requests for federal, state and private grants. Negotiate and coordinate the development of contracts and agreements and ensure compliance with state contracts. Monitor budget, contracts, services, costs and other factors to identify problem areas and recommend refinements.
•Ensure communication and collaboration between all local entities involved in program eligibility. Participate in community efforts to advocate for the interests and needs of older people, people with disabilities, as well as their families and to promote programs to serve them.
•Administer Aging nutrition programs in accordance with identified program expectations; evaluate program delivery on an ongoing basis.
•Maintain Aging nutrition programs meal sites and delivery systems including compliance with meal site sanitation and quality control standards and State program mandates.
•Coordinate efforts with the Transportation Office in securing transportation services for the ADRC service area.
•Oversee the Aging Programs’ communication efforts to provide program information to target populations.
•Prepare, maintain, and implement the Aging Program’s Aging Plan and annual updates.

Supervisory Responsibilities:
This position supervises all staff of the ADRC and Polk/Burnett Aging Programs, indirectly through supervisory staff and/or by immediate direction of line staff.

Education/Experience:
Minimum of a Bachelor’s Degree from an accredited college or university with a major in Gerontology, Psychology, Sociology, Social Work, Public Administration, or related human service field with five (5) years of experience in human service programs, preferably in aging and/or adult disabilities, with an increasing amount of administrative and supervisory responsibilities, or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
