JOB SUMMARY: The Bilingual Prevention Specialist - Counseling, Testing, and Linkage (CTL) is responsible for administering and recording HIV/STI testing, providing brief risk reduction counseling, recording accurate data on testing, participating in the smooth daily flow of operations in the Prevention department, and other related agency and departmental responsibilities.

Requirements

ESSENTIAL FUNCTIONS:

Duties and Responsibilities

  • Provide on-site and offsite brief bilingual English or Spanish HIV pre/post test counseling and rapid HIV testing in a confidential, one-on-one session with clients while maintaining the pre-counseling protocol of no more than 10 minutes on average for the session.
  • Disseminate HIV prevention and risk reduction educational materials and utilize the "teachable moment" approach to risk reduction by helping clients with high risk sexual behaviors to reduce those risks regarding unprotected anal and vaginal intercourse through appropriate education while maintaining a sex-positive approach to risk and refraining from being judgmental, critical or telling clients what they must do (such as avoiding telling clients they must reduce their casual sex partners or they must always wear condoms)
  • Conduct confidential HIV tests utilizing rapid INSTI or ALERE technology following appropriate departmental/manufacturer protocols
  • Screen individuals for eligibility into additional departmental and agency programs, especially the STI Clinic, Personalized Cognitive Counseling sessions, one-on-one HIV educational counseling, or other prevention/risk reduction projects to meet client needs. Link HIV positive clients to additional services or HIV care.
  • Administer a behavioral risk assessment questionnaire by asking clients about sexual risk behaviors, frequency of condom use, and testing frequency, and explaining clearly the informed consent and why testing cannot occur without collecting these documents
  • Maintain confidential, complete and timely written and electronic client records that include omission and error-free data collection and data entry, not to exceed an average 10% error rate, appropriate assemblage of client charts, and clear documentation of all client contact and client service efforts in running notes in the client's electronic chart, which includes a negative chart turn-around time of less than 24 hours, and a positive chart turn-around time of less than 72 hours
  • Abide by all agency and departmental policies, including dress code, sexual harassment, code of conduct, and HIPAA.


Knowledge, Skills, and Abilities

This candidate must be bilingual; fluent in English and Spanish.

  • Must possess excellent interpersonal skills and the ability to communicate effectively in a multi-cultural setting that includes diverse clients, volunteers, agency staff, and Board of Directors.
  • Successful candidate will be a self-starter with the ability to multi-task and prioritize.
  • Possesses excellent communication skills (writing, spelling, listening and speaking).
  • Possesses problem solving and decision-making abilities.
  • Ability to work within given guidelines without close supervision.
  • Ability to follow through to completion of assigned tasks.
  • Ability to abide by all policies and procedures concerning personnel including conflict of interest policy.
  • Ability to meet attendance requirements
  • Knowledge of HIV/AIDS and knowledge of the target population
  • Past direct experience with people living with HIV/AIDS a plus.

Minimum Qualifications

Associate 's degree from an accredited institution; Bachelor's degree preferred, in a public health, counseling, psychology, sociology or related field.

Experience

Two years of experience working in the field of HIV or public health

OR

Any equivalent combination of proven training and experience which provides the required knowledge, skills, and abilities to perform this job.


License/Licensure

This position requires fluency in English and Spanish. Candidate will need to pass an additional interview with a bilingual specialist before hiring.

While performing the duties of this job, the employee is required to drive, using their own vehicle to program sites.

The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
