Program Manager or Operations Coordinator

Location: Bethesda, MD 20814


Position Summary and Objectives:

The contractor will provide support services to meet the operational objectives. The goal is to provide services and deliverables through performance of various support tasks.


Minimum Education Required:

  • Bachelor's Degree in a related discipline

Software Requirements:

  • MS Office Suite
  • Ability to work on both Microsoft Windows and Mac OS X systems
  • SharePoint
  • Knowledge of CGE, PARIS, FPS, Beacon is highly desired.

Key Responsibilities:

  • Personnel Management:
  • Prepare and route personnel packages for onboarding, transfer, promotions, and terminations.
  • Coordinate credentialing packages and serve as the point of contact with management, administrative staff, and property management teams.
  • Ensure timely processing of personnel actions including onboarding, fellowship, and volunteer appointments.
  • Travel Coordination:
  • Prepare and manage travel packages, including international and domestic travel arrangements.
  • Assist with travel arrangements via Omega/CGE and provide required documentation.
  • Process travel reimbursement vouchers and coordinate government-issued equipment for international travel.
  • Property Management:
  • Assist with property management tasks, ensuring staff property lists are up-to-date and facilitating property requests.
  • Serve as property custodian for the division, issuing property passes and maintaining inventory records.
  • Administrative Support:
  • Provide general office management functions, such as coordinating office supplies, shipments, and document processing.
  • Coordinate with facilities and budget teams to manage space and track spending.
  • Assist with completing administrative forms, including JFOCs, SOWs, and budget oversight.
  • Timekeeping and HR Support:
  • Ensure all timekeeping actions are properly implemented, including leave requests and timecard approvals.
  • Provide guidance on HR policies, federal guidelines, and property management regulations.
  • Maintain documentation, databases, and spreadsheets for personnel, budget, and travel actions.
  • Confidentiality and Quality Assurance:
  • Ensure sensitive information is kept confidential.
  • Propose and implement new administrative procedures to improve efficiency.


Other Requirements:

  • Must ensure quality administrative services are provided, meeting deadlines while managing multiple tasks simultaneously.
