What are the responsibilities and job description for the Health, Safety, and Security Specialist position at Primary Services?
Our Chemical Storage and Transportation client is looking for a Direct Hire HSS (Health, Safety, Security) Specialist for their Texas City Complex (Onsite, 9/80 Schedule). You will be responsible for HSS matters of the terminal. You will partner with local stakeholders and the management team to drive continuous improvement of the HSS culture, procedures, programs, and systems.
Responsibilities:
- Lead root cause analysis (RCA) investigations for HSSE-related near misses, unsafe acts/conditions, accidents, and incidents.
- Maintain a strong field presence by conducting regular site inspections to monitor and improve day-to-day work practices.
- Oversee the implementation and adherence to Life Critical/Life Saving Rule procedures, practices, and programs.
- Serve as the Facility Security Officer (FSO).
- Represent the company and participate in the Port of Texas City Security Council.
- Serve as point of contact for the United States Coast Guard (USCG).
- Lead Health & Safety audits, inspections, Management Safety Walks, Job Safety Analysis (JSA), and Safe Work Procedure (SWP) reviews.
- Oversee the HSSE training program, including current employees, new employees, rollouts of initiatives, and external education.
- Ensure compliance with risk management policies.
- Coordinate and oversee compliance with the industrial hygiene program.
- Coordinate and organize annual physicals for operations and maintenance.
- Maintain and update Safety Data Sheets (SDSs) and other product information data.
- Ensure the readiness and compliance of all safety equipment, including meeting inspection requirements.
- Monitor and ensure compliance with OSHA standards and ADNA PPE policies for personal protective equipment (PPE).
- Ensure the proper completion and documentation of corrective actions and audit findings.
- Ensure proper hurricane preparedness supplies are available for the complex.
- Report, track, and maintain compliance with company budget and procurement procedures.
- Manage and control costs associated with budget items that are your responsibility.
Requirements
- Bachelor of Science (BS) in Occupational Health and Safety, Safety Engineering, Environmental Health and Safety, or a related field preferred.
- 5 years of experience in HSSE in the oil and gas industry; terminal experience is preferred.
- Broad knowledge of HSS requirements and regulations (OSHA, ANSI, NIOSH).
- 30-hour OSHA General Industry training.
- MARSEC/MTSA Security training.
- Emergency Response training.
- First Aid/AED training
- Valid driver's license.
- Must have or be able to obtain a TWIC card.
