The Prince George’s County Department of Public Works & Transportation (DPW&T) is currently seeking qualified applicants to fill a
Stormwater Management Facility Program Manager (Engineer 4G), grade G31 in the OHM-Storm Drain division.
About the Position
This is a senior level professional and technical position responsible for complex engineering duties requiring the use of a wide range of engineering principles and practices and providing technical support in the Office of Storm Drain Maintenance (OSDM). Duties require the application of advanced engineering principles and practices in the design, hydrologic and hydraulic analysis, review and construction of a variety of stormwater management facilities projects, dams, and levees. Specific tasks include the development and review of project scope of work, negotiation of A/E consultant services, direction of design and construction services, detailed engineering plan review, construction management, performing/managing dam and/or levee safety inspections, triennial SWM inspections, direct supervision of consultant engineering and managing CIP projects. In-House scoping, design developments and engineering estimating of flood control projects. The ability of the incumbent to provide project management instruction and leadership to others in the absence of the Division Chief. This position requires a Driver’s License at all times.
About the Agency
The Department of Public Works and Transportation (DPW&T) is responsible for nearly 2,000 miles of County-maintained roadways that range from rural to urban classifications. The transportation infrastructure includes 900 bridges, as well as shoulders, sidewalks, curbs/gutters, stormwater management facilities, driveway aprons and nearly 3,000 acres of grassy area - all of which are maintained by staff of the Department. DPW&T’s workforce keeps the County’s various services moving by performing a myriad of activities which include removing snow and ice from County-maintained roadways, upgrading traffic signals, installing streetlights, clearing fallen trees, unclogging drainage inlets and maintaining stormwater management facilities, as well as performing roadway repairs ranging from potholes and sidewalk trip hazards to bridge repairs and resurfacing projects and more.
Examples of Work
Reviews and prepares technical reports on Departmental, other agency, and consultant engineering plans and studies as they relate to storm drain and stormwater issues;
Prepares plans, specifications, and reports, including research and data analysis relating to storm drain and stormwater projects;
Plans, develops, coordinates, and conducts detailed and complex hydraulic and hydrology studies;
Reviews and prepares plans, reviews, and comments on hydraulic and hydrology studies, construction plans and specifications, and reports submitted by others;
Develops comprehensive Storm Water Management and drainage project scopes and schedules which define services to be provided by the County consultants and contractors for large and complex projects particularly focused on maintenance;
Develops, coordinates, reviews, and maintains programs related to Storm Drain and Storm Water issues. Responsible for development and implementation of program goals, including planning, implementation, review, and evaluation of Division activities;
Maintains constant contacts and an awareness of events which relate to or impact each assigned project.
Represents the Department, Office, and Division at various internal and public meetings, conferences, legal proceedings, and public hearings. Communicates both orally and in writing, including meeting presentations, written reports, and instructions to subordinates;
Participates as an essential employee in the Department's Snow and Ice Control Program and other emergency or special activities; and,
Performs other tasks and duties assigned, which may not be specifically listed in the position description; however, they are within the general, occupational category and responsibility level typically associated with the employee's class of work.

Qualifications
Bachelor's degree from an accredited college or university in Civil, Environmental, Urban, or Engineering.
Four (4) years of professional experience in the storm drain engineering field, including at least two (2) years of lead/supervisory engineering experience.
A Professional Engineer (PE) License is required.

Preferred Qualifications:
A minimum of ten (10) years of experience within a civil or environmental engineering or related field.
Experience in oversight of engineering design in Storm Water Management, and infrastructure projects.
Experience in Storm Water Management in Maryland, preferably Prince George's County.
