Position Title: Youth Outreach Worker - Homeless Outreach Program
General Description:
This position provides direct, responsive, and intensive outreach services to youth experiencing homelessness, ages 24 and younger, in Baltimore County. The person in this position will work with those individuals in a way that reflects the individual's own personal goals. The Youth Outreach Worker will engage youth in order to assess the need for services and interventions for youth experiencing homelessness in Baltimore County. The person in this position will develop and build relationships with service providers (public and private) in Baltimore County and Baltimore City. This person will develop a network and gain direct access to information and resources regarding unaccompanied youth experiencing homelessness living in unstable conditions
Required Education, Knowledge and Skill Abilities to Perform Functions:
An Associate's degree is the minimum requirement; a Bachelor's degree with a major in Human Services, Psychology, Social Work Sociology, or Education preferred. Experience working with youth is preferred. Applicants with lived experience are a plus. Flexibility and the ability to work as part of a team are necessary. The individual must have a valid Maryland Driver's License, with a clean driving record (no more than two points). Ability to respect individual choice and a commitment to serve homeless populations is required. Also, this position requires excellent verbal and written communication skills.
The Youth Outreach Worker must be a compassionate, friendly, organized, responsible adult who can demonstrate flexibility, creativity, initiative, and independence while in the field. Adaptability will be crucial to the success of the position. Most of your time will be spent in the field locating and connecting with homeless youth and assessing the overall need for services and resources in the community. The individual in the position will research available resources and interact with service and resource providers to develop support networks. The Outreach Worker must also have a proficient knowledge of Microsoft Office, the internet, and other computer applications, and be able to gather and analyze data.
Summary of Essential Functions, Responsibilities, and Duties:
- Engage in one on one outreach activities to reach hard to engage homeless youth
- Locate and screen homeless youth in Baltimore County
- Provide services in various settings, including homes, schools, community, and office settings
- Maintain a person-centered approach in the deliverance of services
- Transport individuals in an agency provided vehicle as needed
- Collaborate with the Homeless Outreach Street Team to share information, resources, and assist older youth living in camps
- Collaborate with community providers to establish professional networks, referral sources, and provide education on program services
- Participate and assist with the coordination of the Point in Time Survey County Count, as it applies to unaccompanied homeless youth.
- Perform Outreach Center coverage on a bi-weekly basis and as needed
- Provide services in a manner that meets grant requirements and program outcomes, which include: Linking homeless youth with resources that meet individual needs; maintaining documentation in a timely and thorough manner in a way that demonstrates interactions with individuals in order to monitor and evaluate the success of the program
- Complete documentation by monthly, quarterly, and annual deadlines as required by the grant
- Attend and participate in project and agency meetings as scheduled
- Build relationships with service and resource providers to further identify the population while establishing a support network
- Ensure compliance with all Prologue and Homeless Outreach Program policies and procedures as prescribed
- Perform other duties as assigned by the supervisor
Physical Requirements:
This position requires daily driving, standing, working outside in all types of weather, requires working in the woods, assisting individuals with moves into housing, and lifting up to 25 pounds.
Schedule: Full-Time Monday through Friday.
