ProSearch is pleased to be partnering with Casco Bay Island Transit District in their search for an accomplished and forward-thinking Vice President of Finance (VP of Finance). The VP of Finance will be a member of the organization’s leadership team and will actively contribute to strategic decision-making and operational planning. The VP of Finance will take a hands-on approach to managing the finance and accounting team while fostering a culture of accountability and continuous improvement. Reporting directly to the General Manager, the VP of Finance will be responsible for driving financial performance, enhancing operational efficiency, and ensuring compliance with regulatory and organizational standards.

Additionally, the VP of Finance will work closely with the Board of Directors, delivering actionable insights and shaping the long-term financial health of the District.


Key Responsibilities:

Financial Planning and Analysis

Develop and execute the District’s financial strategy, encompassing short and long-term planning, budgeting, forecasting, and cash flow management.

  • Develop and implement financial strategies that support the transit district's mission, goals, and operational sustainability.
  • Oversee the preparation of the annual operating and capital budgets, including pro-forma financial statements and maintain 5-year financial plans, with semi-annual reviews of such plans with the finance committee.
  • Conduct financial analysis and modeling to assess the financial implications of business decisions, revenue streams, and capital projects.
  • Serve as a strategic partner to the General Manager and Board of Directors, providing actionable recommendations on financial planning, risk management, and resource allocation.


Financial Operations and Reporting

  • Oversee day-to-day financial operations including accounting, financial systems, billing, revenue collection, and payroll
  • Ensure timely monthly close and financial reporting that complies with relevant accounting standards and regulatory requirements.
  • Monitor and analyze financial performance, and prepare detailed reports for internal and external stakeholders, including the Board of Directors, auditors, and funding agencies.
  • Lead efforts to enhance financial reporting systems, tools, and processes for improved accuracy, transparency, and efficiency.


Compliance and Oversight

  • Ensure compliance with municipal, state, and federal regulations governing public transit and quasi-municipal entities.
  • Oversee annual audits, working collaboratively with external auditors and internal teams to address findings and implement improvements.
  • Maintain and monitor internal controls to safeguard assets and ensure the integrity of financial systems.


Grant Funding and Revenue Management

  • Advise leadership and Board of Directors on funding opportunities, grants, and public financing options to support long-term growth and sustainability of service.
  • Manage grant revenue from FTA, DOT, State of Maine, MaineDOT, and MARAD, including tracking applications, awarded grants and compliance.
  • Direct capital projects for the District, establishing criteria, budgets, and reporting obligations.
  • Oversee a long-range capital plan, including grants, local match sources, and drawdown status.


Team Development and Leadership

  • Build and lead a high-performing finance and accounting team, fostering a collaborative and high-performance culture.
  • Provide training and development opportunities to ensure team members remain up-to-date on best practices and regulations.
  • Drive transparency and collaboration across functions to achieve organizational objectives.
  • Promote a workplace culture that reflects the transit district's commitment to accountability, transparency, and public service.


Job Requirements:

  • Bachelor’s degree in business administration, finance, accounting or a related field, an advanced degree is preferred.
  • Proven experience as a VP of Finance, Director of Finance or a similar senior finance role.
  • Comprehensive knowledge of financial management principles, accounting practices, and regulatory compliance.
  • Strong experience in financial planning, analysis, and modeling with the ability to interpret complex financial data and make strategic recommendations.
  • Proficient in financial software and systems.
  • Exceptional analytical and problem-solving skills with meticulous attention to detail.
  • Excellent communication and interpersonal skills.
