Job Classification: Finance & Accounting - Finance & Accounting Job Description: Head of Borrowing, Short-Term Funding, and Structured Finance Solutions Position Overview: The Head of Borrowing, Short-Term Funding, and Structured Finance Solutions is a vital leadership position within the Treasury department, responsible for managing the organization’s borrowing strategies, balance sheet optimization, and executing efficient short-term funding. This role involves strategic planning, financial analysis, risk management, and relationship building with financial institutions. The ideal candidate will possess deep expertise in financial management, exceptional analytical skills, and a strong understanding of capital markets. Key Responsibilities: Borrowing Management: Develop, implement, and oversee borrowing strategies that align with the organization’s financial objectives. Programs include HoldCo debt, Affiliated debt, Insurance Co funding agreements, and Retail Notes. Manage the existing debt portfolio, ensuring compliance with debt covenants and optimizing the debt structure. Evaluate and negotiate terms for new borrowing arrangements with financial institutions. Monitor interest rates, market conditions, and competitive landscape to identify market opportunities including opportunities to refinance and reduce borrowing costs. Oversee the execution of Prudential’s share repurchase program and support other capital market initiatives as needed. Short-Term Funding: Manage and support a team of traders that: Develop and execute short-term funding strategies to ensure the organization meets its liquidity requirements. Manage short-term debt instruments such as commercial paper, revolving credit facilities, and lines of credit. Optimize cash management practices to maintain adequate liquidity while maximizing returns on short-term investments. Maintain strong relationships with banks and financial institutions to secure favorable terms for short-term funding. Structured Finance Solutions: Build and maintain an active multi-year pipeline of prioritized capital solutions, plan for contractual maturities (facility refinancings). Source solutions through strategic external partnerships to assess quantitative and qualitative viability. Lead enterprise captive and other non-economic capital financing facilities management. Partner with members of the Treasury Senior Leadership team and business partners within CIO, ERM, and Prudential’s business units on broad-based solutions that advance enterprise priorities. Build and maintain relationships with a variety of external partners and stakeholders (reinsurers, banks, brokers, regulators, rating agencies etc.). Reporting and Compliance: Prepare and present regular reports on borrowing, cost of capital, and short-term funding activities to senior management and the board of directors. Ensure compliance with all relevant financial regulations, covenants, and organizational policies. Conduct regular audits and reviews of treasury activities to ensure accuracy and compliance. Leadership and Team Development: Lead, mentor, and develop a team of finance professionals, fostering a culture of excellence and continuous improvement. Provide training and development opportunities to enhance the skills and knowledge of team members. Stay updated on industry trends, regulatory changes, and best practices, and ensure the team is informed and adaptable. Qualifications: Education: Bachelor’s degree in finance, Economics, Business Administration, or a related field; MBA or relevant advanced degree preferred, but not required. Experience: Minimum of 10 years of experience in financial management, with a focus on borrowing, structured financing solutions, and short-term funding. Proven experience in a leadership role is highly desirable. Skills: Strong analytical and quantitative skills. In-depth understanding of financial markets, instruments, and regulations. Proven ability to develop and execute financial strategies. Excellent negotiation and relationship management skills. Proficiency in financial modeling and analysis tools. Strong communication and presentation skills. Certifications: CFA, CPA, or other relevant professional certifications are a plus.
