The California Youth Advocacy Network (CYAN) is an independent agency working under the auspices of Heluna Health, a 501(c)3 fiscal sponsor.
CYAN currently employs 13 staff.
Funding is primarily through competitive grants from sources such as the California Department of Public Health (CDPH).
Since 1997, CYAN has received funding from the California Tobacco Prevention Program, a CDPH program, to provide tobacco prevention services in California and throughout the country.
What began as a youth advocacy program has grown into a multi-dimensional organization with focused programs in higher education and youth.
CYAN currently provides technical assistance, training, campaign support and networking opportunities to local health agencies, community-based organizations, colleges / universities, and individuals working to address youth and young adult tobacco use.
In 2024, this work is expanding to address cannabis use in five California jurisdictions with funding from the CDPH Substance Abuse and Prevention Branch. The Outreach and Engagement Specialist is supervised by the CYAN Project Director and / or Managing Director. Majority program number is 1163.0101. This is a full-time benefitted position, which is grant-funded through September 30, 2027. The pay range for this position is $30.00 - $33.65 per hour. Employment is provided by Heluna Health. ESSENTIAL FUNCTIONS The Outreach and Engagement Specialist is responsible for working closely with other program staff to implement activities related to data collection and analysis.
Core activities include but are not limited to : Outreach and Collaboration (20%)
- Outreach and collaborate with partners from California Department of Public Health (CDPH)-funded agencies addressing tobacco or cannabis use, such as county health departments, school partners, and youth and young adult serving agencies and individuals. Training and Technical Assistance (15%)
- Provide training and technical assistance to programs and individuals on substance use-related issues in youth and young adult communities, including alternative to suspension programs in K-12 schools; and
- Develop and facilitate webinars, presentations and / or trainings on cannabis-related issues in youth and young adult communities. Data Collection and Analysis (60%)
- Development of qualitative interview guides, including guides for youth and young adult focus groups and key informant interviews with school administrators
- Facilitate focus groups at K-12 schools and community colleges
- Conduct key informant interviews with school administrators on disciplinary practices in K-12 schools
- Transcription of notes from interviews
- Create a policy database of K-12 policies on disciplinary practices for student substance use
- Conduct bi-annual policy reviews and analysis of college smoke and tobacco-free policies and K-12 disciplinary policies
- Qualitative and quantitative data analysis
- Other duties as assigned by the CYAN Project Director Other (5%)
- Support and coordinate with other CYAN programs as necessary; and
- Other duties as assigned. JOB QUALIFICATIONS Education / Experience
- Four-year college degree preferred
- Master’s degree in public health, public administration, public policy, or related field preferred
- Knowledge and experience with qualitative and quantitative data collection methods
- Experience implementing or facilitating focus groups and key informant interviews
- Basic understanding of public health principles Desired Attributes and Abilities

CYAN staff currently work in the office one-day per week.
