JOB OVERVIEW:
The Quality Specialist is responsible for implementing key components of the quality management (QM) program for Philadelphia’s Ryan White (RW), Ending the HIV Epidemic (EHE), and prevention services. This full-time position reports to the Quality Management Coordinator and is part of the QM Team located in the Information Services Unit (ISU) of the Philadelphia Department of Public Health’s Division of HIV Health (DHH). The Quality Specialist conducts QM coaching activities with subrecipients funded by DHH employing quality management models, methods, and tools. This position especially provides ongoing support and feedback on quality improvement projects (QIPs) for DHH subrecipients and the agency as a whole. In addition, the position provides input to the QM Coordinator and Quality Advisor in the development of the QM plan and other QM resources. This is an on-site, office-based position.
RESPONSIBILITIES:
- Conduct QM coaching, technical assistance, and training to subrecipients on quality improvement models, methods and tools
- Provide written and verbal feedback to quality improvement projects (QIPs) being conducted by subrecipients
- Support the development of regional QM resources by identifying successful projects and capacity-building needs, providing input into annual QM plans, and assisting in the development of training materials as needed
- Develop content and/or present at regional meetings and affinity groups
- Coordinate technical support and capacity-building with the ISU’s Evaluation Team and other DHH units
- Work closely with the ISU's CQM Program Support Specialist to ensure the timely and secure collection of QM deliverables from DHH’s subrecipients
- Represent DHH at local, regional, state, and national meetings and conferences
- Perform other duties as assigned
SKILLS:
- Knowledge of QM, improvement theory, tools, and techniques such as Lean and FOCUS PDSA is a bonus, but DHH will train employees seeking an opportunity for an entry-level public health position
- Strong organizational skills
- Effective communication (written and verbal) and interpersonal skills
- Proficient with Microsoft Word, PowerPoint, and Excel
EXPERIENCE: Demonstrated ability to work independently and as part of a team
EDUCATION: Bachelor’s degree
SALARY: $47,000 per year
