Position Summary
Under limited supervision, this position is responsible for leading and promoting Grant PUD’s employee development, safety, and training. Develops appropriate safety training programs, identifies areas of risk, monitors the safety procedures of all departments, and coordinates regulatory functions and training programs ensure safety within Grant PUD.
Essential Functions

Essential duties and responsibilities may include, but are not limited to, the following:
- Develops, successfully implements and actively maintains all of the occupational health and industrial hygiene programs, policies, plans, and procedures; attends and supports the chairs and scribes at all safety meetings, creates content and provides excellent delivery for training purposes; oversees and assists writers with developing appropriate and compliant content; facilitates the delivery of proper training at safety events.
- Recommends edits to insure regulatory compliance and develops the language used in safety manuals regarding policies and procedures; clearly combines all edits and additions to create fluid and understandable safety information and protocols; coordinate agendas, documents, pamphlets and other training material ensuring all information is streamlined and concise; tracks training effectiveness and problem areas; evaluates information and makes appropriate safety updates accordingly.
- Facilitates various safety audits across the departments of the Grant PUD; provides safety performance metrics reviews; ensures all training, Policies and Procedures are in compliance with State and Federal requirements; implements safety campaigns and initiatives based on this information; networks with other District Committees and employees on continuous improvement efforts to enhance safety performance and culture.
- Conducts meetings and planning sessions with various Supervisors, Forman, and Safety personnel to design new training platforms and strategies; schedule new and consistent safety briefings and work to synchronize training time with the work schedule and flow of the different departments.
- Work with new employees to bring them up to speed on the various safety risks with their particular position; provide proper training to mitigate risk and facilitate a safe and secure work environment; express safety and culture expectations and ensure all departments are working together to achieve a high level of safety; network with various high level and state level parties to ensure all safety regulations are on par with requirements.
- Actively travel, engage, and coordinate the District’s efforts in line with the safety regulations and protocols established; work tirelessly via meetings, employee training, and consistent personnel interaction to mitigate risk associated with various hands on departments; audit and verify all safety documents ensuring consistency across the District.
- Demonstrated commitment to Grant PUD’s mission, vision, values, strategic plan and Vision 2021. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.
- Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.
- Actively participate in all aspects of our safety program, including but not limited to:
- Following all safety policies and procedures.
- Alerting supervisors and coworkers to unsafe or hazardous working conditions;
- Reporting any safety incidents or close calls within 24 hours to your supervisor; and
- Accepting feedback from supervisors and coworkers regarding your own safety performance.
Education and Experience
Required
- Two (2) years of experience in supporting safety culture in the utility industry.
Preferred
- Bachelors’ Degree in engineering, chemistry, physics, or in a closely related biological
or physical science - Five (5) years of experience in supporting safety in either Power Production or Power Delivery in the utility industry.
License and Certification
Required
- A valid State driver’s license with no restrictions is required.
Preferred
- Professional safety related certifications are desirable.

- Knowledge of department policies and procedures; Federal and State Rules; Compliance and Reliability; Best practices and procedures; Safety and security guidelines and regulations; training and lesson plan development; Grant PUD policies and standard operating procedures.
- Skills in Compliance and Regulatory record keeping; File and Record keeping; personnel care and safety; educating and training; public speaking; organizing and scheduling; utilizing MS office products; interpersonal skills including clear and concise communication both in writing and verbally.
