Description:
Red Cedar is looking for an experienced Business Development and Growth expert to lead our growth strategy as Vice President of Business Development and Growth, across the Federal, State, and Local Government, targeting Law Enforcement, DoD, FedCiv, and Health agencies. The ideal candidate:
- Will be responsible for managing opportunities end-to-end by developing and executing account plans for each agency and each of our corporate capabilities (Digital Modernization, Cloud Migration and Modernization, Cybersecurity, and Enterprise Services).
- Will possess extensive relationships within these agencies and have a proven track record of leveraging those relationships to drive growth, as well as the ability to create new strategic partnerships to further expand Red Cedar's presence.
- Will be able to pursue competitive IDIQ/BPAs, contract, and task orders, as well as sole source opportunities, leveraging Red Cedar's socio-economic statuses of 8(a), and HUBZone.
The ideal candidate will manage business development, capture strategy, and support proposal lifecycle to win business with Government clients applying expertise across the business development life cycle and driving strategic capture leveraging extensive community relationships within Red Cedar's clients. Lead capture for complex technical bids, including identifying and managing clients' requirements and buying patterns, developing complex technical solution options, and building a team that can deliver a winning bid. Drive market-based competitive intelligence, market assessments, client assessments, and strategic planning efforts in support of expanding specific client-based opportunity portfolios anpipelinesne. Work with Red Cedar's portfolio managers to manage key stakeholder relationships, communicate with teams, and engage in advancing strategic partnerships for organic and inorganic growth. Partner and collaborate with the programs team to drive winning solutions for our strategic bids.
Roles and Responsibilities:
- Drives full life-cycle capture of assigned opportunities through the whole capture lifecycle including proposal development, and conducting any after-action evaluations
- Ensures price to-win (PTW) analysis is conducted and the PTW target is established
- Develops final win themes, win strategies, value propositions, and differentiators
- Coordinates development of technical and management solutions
- Assesses and continually updates competitor capabilities, performs analysis of competitor strengths, weakness, opportunities, and threats (SWOT), and conducts team gap analysis.
- Negotiates work share with teaming partners identifying their capabilities and swim lanes for prime and subcontract opportunities.
- Manages B&P budget and requests, and updates as needed
- Leads and motivates internal capture team
Additional Qualifications:
- Experience with developing and maintaining effective internal and external business relationships with clients and industry partners
- Expertise in the business development life cycle and IT solutions
- Communicate multi-step and interdependent activities effectively to capture teams and ensure efficient execution of captured efforts
- Excellent oral and written communication skills.
- 10 years of experience in leading large captures ($50M and higher) and developing complex technical solutions supporting bids for Red Cedar's clients.
- 10 years of experience with the direct management of complex solutions and development capture efforts for civilian, defense, and/or intelligence community clients
- Experience with the successful execution of all phases of a large capture effort, including strategic planning, teaming, proposals, market, or competitive and price-to-win analyses
- Experience briefing senior executives and Government clients
- Demonstrate strong leadership throughout the capture process for internal and external stakeholders
- Ability to collaborate and drive teams to complete tasks via matrix leadership throughout the proposal and delivery transition process
- Ability to obtain and maintain security clearance- not necessary
