Responsibilities
Project Overview: REI is supporting an IT moderization project for the Department of Transportation.
Position Overview: REI Systems is seeking an experienced and dynamic Program Manager to join our team. We partner with government agencies to provide high-quality IT services and support. The Program Manager will be responsible for overseeing the planning, implementation, tracking and management of technology projects for the Department of Transportation. This role requires excellent leadership, communication, and organizational skills. Manage all aspects of IT projects from planning through execution, serving as the primary point of contact for DOT stakeholders and facilitating communication between technical teams and government representatives. Responsibilities include providing program management to plan, manage, monitor, and control IT operations, service delivery, and optimization and modernization initiatives. Maintain, modify, and evolve program strategy to align with IT objectives for the DOT while managing risk, budget analysis, and scope to ensure successful outcomes. Oversee financial planning, forecasting, and corrective actions to ensure the program adheres to budget constraints. Collaborate with teams to plan and implement projects, define tasks, and manage timelines while tracking deliverables. By working with the technical architect, drive standardization and the reduction of variability in technologies and modernize architecture. Also work with product owners to develop roadmaps, release plans, and sprints, managing risks and dependencies for optimization and modernization efforts.
Qualifications
Required Qualifications:
- Deep understanding of the Department of Transportation marketplace and modes including FHWA, FRA, NHTSA, FTA, FMSA etc.
- Project Management Professional (PMP) certification or equivalent.
- A minimum of 12 years of experience in the IT field, with at least 10 years of managing multiple cross-disciplinary IT teams on large complex, high visibility programs
- Demonstrated ability to monitor the progress of multiple concurrent and highly visible projects and requirements with the ability to recommend or take required corrective actions; skilled at-risk identification and management; and communicate effectively to the customer, stakeholder and project team.
- Extensive experience managing a multiple award IDIQ contract(s)
- Proven experience using project management frameworks and Agile development methodologies
- Demonstrated track record of delivering high visibility, challenging projects successfully
- Outstanding verbal and written skills
- Excellent time management and ability to juggle multiple tasks under strict deadlines
- Demonstrated track record in building cross functional IT teams and strong understanding of IT infrastructure, software development and project management methodologies
- Ability to work with Government POC’s to present complex technical ideas
- Exposure to responding to government solicitation through RFP’s and RFI’s
- Experience using Agile lifecycle management tools such as a JIRA
- Must be a US Citizen or Permanent Resident and able to obtain government security clearance.
Preferred Qualifications:Ability to work in a multi-vendor environment delivering solutions around IT modernization
Education: BS in Computer Science/Software Engineering or related field. Agile certification such as SAFe or PMI-ACP is a nice to have.
Clearance: Candidates must be able to obtain a DOT Public Trust
