Regular, Full-Time, Limited-Term (not to exceed twelve (12) months in duration, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), performing project tasks on land controlled by the U.S. Navy, located at Joint Base Pearl Harbor Hickam (JBPHH) on O‘ahu. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY: $4,376/Mon.

DUTIES: Performs office and fieldwork as part of the JBPHH Natural Resources team. Supports efforts in the identification, protection, and enhancement of native plant species and ecosystems, with emphasis on rare, threatened, and endangered species and unique ecosystems to the various sections of Joint Base Pearl Harbor Hickam (JBPHH), on O‘ahu. Conducts botanical field surveys, drives to project worksites, conducts control and removal of invasive species. Supports the development, review, and implementation of plans for the protection and enhancement of rare, threatened and endangered native plant species. Participates in the collection of seed and plant material, propagation, and outplanting for the purpose of native species reintroduction and enhancement. Responsible for collecting and assisting with processing biological and geospatial field data related to native plant management. Assists with producing reports of work conducted.

PRIMARY QUALIFICATIONS:

EDUCATION

Bachelor’s Degree from an accredited four (4) year college or university in Botany, or a closely related field which included courses in General Botany and Plant Morphology, Plant Taxonomy, Plant Physiology, and Plant Ecology. (Bachelor’s Degree in non-related field with one to three (1-3) years of experience in natural resources in Hawai‘i may substitute).

EXPERIENCE

One to three (1-3) years of work experience in or related to managing natural resources. Experience must be well documented and acquired under the employment of an academic institution, governmental agency, and private company or non-profit organization in the appropriate field.

KNOWLEDGE

Basic knowledge of the principles, methods, and techniques of botanical scientific analysis. Knowledge of field survey and sampling techniques and report presentation. Knowledge of native Hawaiian flora, threats to Hawaiian plant species and habitats, data collection and management, plant propagation, restoration, and weed control techniques. Knowledge of and competency using Microsoft Office products and ArcGIS.

ABILITIES & SKILLS

Ability to work well in a team setting and independently on tasks. Ability to maintain a positive, professional attitude in support of a productive work environment. Must have good oral and written communication skills. Ability to read maps and aerial photographs and use a map and a compass to navigate in dense forests. Ability to use GPS and GIS for analyzing geospatial data. Ability to collect, organize, and manage a variety of field data. Ability to analyze data and present findings and recommendations formatted in a written report. Ability to use word- processing, database, and spreadsheet programs. Ability to identify native and alien weed plants. Ability to work with small mechanized equipment in a safe manner. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Must be able to pass a DoD security check for employment as a Navy contractor and be able to obtain a Common Access Card (CAC). Applicant selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Must possess Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months from date of hire and maintain throughout duration of employment). Must be able to complete basic helicopter safety course and rappelling within twelve (12) months from date of hire. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.

PHYSICAL/MEDICAL DEMANDS

Able and willing to conduct work under strenuous outdoor conditions (e.g., extreme weather, thick brush, and steep terrain) on a secure military base. Ability to hike, camp, and work in remote areas and rugged terrain under inclement weather conditions, up to five (5) consecutive days. Must be able to lift up to forty-five (45) pounds unassisted. Must be able to hike five (5) miles per day on uneven terrain. Must not be acrophobic.

SECONDARY QUALIFICATIONS:

Field experience working in Hawai‘i conducting active resource management to protect ecosystems. Knowledge of Department of the Navy natural resources programs in general, and the policy and organizational contexts within which they are managed.
