The Research Foundation for Mental Hygiene, Inc. (RFMH) is seeking a qualified candidate for a full-time Project Coordinator position to coordinate the day-to-day implementation of a federal SAMHSA ReCAST grant. This position is located at the NYS Office of Mental Health Western New York Field Office, Buffalo, NY.
This position will be working on a SAMHSA-funded Resiliency in Communities After Stress and Trauma (ReCAST) grant. The purpose of this program is to promote resilience, trauma-informed approaches, and equity in communities that have recently faced civil unrest, community violence, and/or collective trauma within the past 24 months; and assist high-risk youth and families through the implementation of evidence-based violence prevention, and community youth engagement programs. SAMHSA expects ReCAST to be guided by a community-based coalition of residents, non-profit organizations, and other entities (e.g., health and human service providers, schools, institutions of higher education, faith-based organizations, businesses, state and local government, law enforcement, and employment, housing, and transportation services agencies).
The NYS Office of Mental Health (OMH) ReCAST Buffalo program's population of focus is Black African Americans residing in or attending school in five East Buffalo neighborhoods, with a special focus on high-risk youth and their families. These neighborhoods are highly impacted by the racially motivated mass shooting that occurred on May 14, 2022. The proposed program includes several ReCAST funded trauma-informed behavioral health services to focus on healing and emotional wellness while respecting and integrating Black/African American traditions and culture.
The ideal candidate will have excellent organizational skills and the ability to work independently and with a team; excellent communication and writing skills; the ability to manage multiple deliverables simultaneously; ability to collect data and perform basic analysis; the ability to work in a multidisciplinary team; and ease in working with stakeholders at county, provider, and community levels as well as families and youth.
Duties and Responsibilities:
- Assist in the identification of key community stakeholders and coordinate meetings, as directed by the Project Director.
- Under the direction of Project Director, develop educational and outreach materials to increase awareness of program activities.
- Build and maintain strong partnerships with community leaders, civic organizations, block/residential associations to bring grant resources to the identified grant zip codes.
- As directed by Project Director, interview stakeholders regarding community mental health and wellness needs.
- Review community project activities to ensure that the project is consistent with contract deliverables and reflective of community stakeholder input. Prepare findings for review by Project Director.
- Assist community members in the completion of required documentation. This could include data collection in partnership with evaluation team and vouchering and related budget documentation as directed by Project Director. Provide additional guidance to grant partners, as directed.
- Participate in meetings and training opportunities related to community wellness and trauma-informed practices that support resiliency, emotional wellness, and holistic health.
- As directed by Project Director, prepare narrative reports and summaries on grant programs for OMH staff and external stakeholders.Assist the Project Director on any disbursement of funds including scope of work development, contract and invoice review, and implementation
Minimum Qualifications:
- Bachelor's degree in one of the major fields of psychology, counseling and community psychology, social work, nursing, recreation therapy, rehabilitation counseling, special education, child and family studies, mental health counseling, psychoanalysis, marriage and family therapy, creative arts therapy, public administration, public policy, hospital administration, health administration, public health, public policy, sociology, human services, or criminal justice, or related field; AND one year of professional program experience, care management, large community program or project, or administrative experience in a mental health or related human services program.
- Professional program experience is defined as the direct care, treatment, or instruction of patients in a federal or state operated, licensed, certified, or funded mental health program in the disciplines of psychology, counseling and community psychology, social work, nursing, recreation therapy, rehabilitation counseling, mental health counseling, psychoanalysis, marriage and family therapy, or creative arts therapy, public health, human services or related discipline.
- Professional care management experience is defined as support to clients and their families in navigating systems to access services to meet their unique needs in a planful manner in a federal or state operated, licensed, certified, or funded human services program.
- Professional community program or project is defined as large scale project with many community stakeholders working to implement components to address community needs, with active community participation.
- Professional administrative experience in the areas of program development/management, grant management, cross-systems collaborative work, and/or administrative planning; quality assurance/improvement; program evaluation; or experience in federal, state, or local government focusing on the planning, development, oversight, coordination, and operation of mental health or community-based programs.

- Lived experience in navigating the children's service system (i.e., accessing services on behalf of one's own child or for oneself as a teenager or young adult) may be substituted for six-months of the required experience above.
- A master's degree in one of the major fields of study indicated above may be substituted for six-months of the required experience above.
- A doctoral degree in one of the major fields of study indicated above may be substituted for the required experience above.
Preferred Qualifications:
- Knowledge of mental health and other human services programs for children/youth and their families, especially in Erie County.
- Two years of experience working with organizations or individuals from underserved populations, including but not limited to experience gathering community level (including from families and youth) input about the unique needs of such population and the design and implementation of activities at the reduction of disparities in access, quality, and treatment/service outcomes
- One year of project or grant management, program oversight, and/or program development experience.
- One year of experience in cross-systems initiatives, including implementation of the System of Care framework.
