JOB DESCRIPTION

JOB SUMMARY

This position bridges the gap of adults and computer literacy through the use of computers and software technology services for Richland County Recreation Commission (RCRC).  Work involves managing the daily activities of the technology center; providing computer services not only for recreational uses but also for job searching, community resources research, and online classes; implementing formal classes for patrons; providing informal assistance for patrons at the center; ensuring the building is clean, secure, safe, and orderly; supervising and coordinating the customer service, clerical, and technical personnel activities; ensuring all internal controls are adequate and are followed by the customer service staff; creating lesson plans and booklets for classes; selecting, installing, and maintaining technology resources for classroom instruction and media center; overseeing the receipt and posting of customer payments; and preparing a variety of reports pertaining to the department customer account and development activities. This position also maintains lab usage agreements; monitors the daily cash transaction log; and ensures equipment is in good working order.

ESSENTIAL JOB FUNCTIONS

  • Provides a service to the community to bridge the gap of adults and computer literacy through the use of computers and software technology services and optimum customer service.
  • Manages the daily activities of the technology center.
  • Supervises personnel assigned; recommends selection, retention, promotion, and discharge as appropriate; verifies and submits timesheets and leave slips; ensures staff is trained on hardware; and provides software applications when they cannot get formal training.
  • Develops and manages the center’s budget.
  • Schedule special events; plans and implements programs.
  • Provides computer services for recreational use as well as for other reasons such as patrons’ job searching, community resources research, online classes, etc.
  • Develops curriculum and classwork for Microsoft Office Suite, Internet usage, cell phone usage, and other subject areas as needed.
  • Schedules formal class instruction; plans and instructs computer classes; creates lesson plans and booklets for classes; researches material as it pertains to class content; and monitors classes as necessary.
  • Communicates closely and cooperates with information technology technicians.
  • Researches, tests, and deploys software updates and new applications.
  • Schedules and maintains staff availability to open computer labs.
  • Trains staff in use of classroom instructional technology.
  • Maintains instructional technology inventory.
  • Demonstrates and assists students in developing or enhancing computer skills and the use of various computer software applications
  • Provides informal instruction to patrons who need assistance in using software applications.  
  • Provides technical guidance and assistance to patrons and RCRC staff while in the computer lab. 
  • Assists in checking out and setting up computers, audio-visual equipment, and other technology equipment for classroom use; installs computers and peripheral equipment in computer lab/technology center.
  • Researches and recommends computer software for instructional use; assists in selection instructional videos and other technology center resources
  • Maintains inventory of computer equipment and software; labels newly purchased equipment.
  • Maintains computers and peripheral equipment in a clean and good working condition.
  • Ensures that the building environment is clean, safe, secure, and orderly.
  • Submits and ensures proper follow-up to maintenance requests.
  • Assists patrons with computer inquiries, copying, and faxing.
  • Maintains procedural information and updates.
  • Receives and responds to inquiries, requests for assistance, and complaints in areas of responsibility.
  • Operates a variety of equipment such as computers, printers, copier, LCD projector, calculator, telephone, etc.
  • Ensures equipment is in working order; moves equipment when needed; and troubleshoots and fixes simple hardware related issues, such as printers, fax machines, and copiers; and performs occasional updates as needed on some of the older equipment and software.
  • Maintains lab usage agreements; creates forms and documentation for office use.
  • Monitors the daily cash transaction log; reconciles cash deposits; and keeps records.
  • Greets patrons; creates accounts; and enters and scans in patron information into database.
  • Assesses supply needs; orders supplies; and requests equipment or repairs as needed.
  • Maintains and ensures emergency equipment is in good working order and within expiration time frames.
  • Attends training, seminars and workshops, etc., to maintain and enhance job knowledge and skills. 
  • Performs routine office tasks as required, including but not limited to, preparing routine records and reports, copying and filing documents, answering the telephone, sending and receiving faxes, etc.
  • Performs related duties as directed when such duties are a logical and appropriate assignment to the position.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor’s degree, preferably in computer technology.
  • Two (2) years of related work experience.
  • Or training, education, or experience may be substituted for the minimum qualifications.

  • Knowledge of agency requirements and policies related to position.
  • Knowledge of project and process management.
  • Knowledge of application and print management.
  • Knowledge of organization and time management strategies.
  • Knowledge of instructional planning and design.
  • Knowledge of basic financial record keeping.
  • Knowledge of Microsoft Office and basic computer operations.
  • Knowledge of development of computer training materials.
  • Skill in training.
  • Skill in communicating, both verbally and in writing.
  • Skill in using computer hardware and software (Office 365, Windows 10, Windows desktop management, and printing management solutions).
  • Skill in analyzing and problem solving.
  • Skill in organizing and scheduling.
  • Ability to manage programs, including development, marketing, and assessment.
  • Ability to handle multiple responsibilities in a changing environment.
  • Ability to select appropriate teaching methods to meet learning styles given available resources.
  • Ability to work effectively as part of a team.
  • Ability to foster relationships with community, staff, and patrons.
  • Ability to define a project, monitor progress, reach desired goals, and report on progress.
  • Ability to interview patrons and interpret their information needs.
  • Ability to troubleshoot computer equipment including peripherals.
  • Ability to supervise employees.

CERTIFICATION, LICENSE, AND SPECIAL REQUIREMENTS

  • None.

PHYSICAL DEMANDS

The work is light work and requires exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force to move objects; work may also require handling, hearing, mental acuity, repetitive motion, speaking, standing, talking, and visual acuity for data and color.

Work is typically performed in a safe and secure work environment that may periodically have unpredicted requirements or demands.
