Responsibilities
The position of FSS Coordinator is a grant funded position. The FSS Coordinator is responsible for the creating and implementing outreach plans, and enrollment of FSS participants, maintaining at least the number served. Ensuring that Individual Training and Service Plans (ITSP) is prepared for the head of FSS family and each adult member who elects to participate in the FSS program. Build partnerships with employers and service providers in the community and work with the Program Coordinating Committee (PCC) and with such local service providers to ensure that FSS program participants are linked to the supportive services they need to achieve self-sufficiency, including services for participants with limited English proficiency. Ensure that services and supports included in the participants Contract of Participation are provided on a regular, on-going and satisfactory basis; participants are fulfilling their responsibilities under their FSS Contract; and escrow accounts are established and properly maintained for eligible families. Monitor the progress of participants, promote opportunities for them to increase their income each year. Oversee the account of forfeited escrow funds. Coordinattion and direction of the Family Self Sufficiency Program for both the Housing Choice Voucher Program and the Public Housing Program. The FSS Coordinator must have knowledge of social welfare policies and principles, federal regulations pertaining to the Housing Choice Voucher Program and Public Housing program, and knowledge of the FSS Grant requirements.
This individual acts independently to develop resources and partnerships that create job opportunities and opportunities to increase earned income for program participants.
Case Management
Work with program participants to develop and complete life success plans goals
Calculate escrows
Update tenant data information in Yardi
Evaluate participant program progress
Complete voucher and PH recertifications for FSS caseload
Ensure the increase of incomes of program participants
Ensure the attainment of employment for program participants
Grant Management
Complete required HUD grant reports and e-logic models
Complete FSS grant applications
Complete Escrow Monthly Report
Partnership Development
Develop Training Partnerships with local community colleges
Develop Job/Internship partnerships with local companies
Secure resources to assist program participants meet sufficiency goals and needs
Work with the City of Rockville, Montgomery County and other Agencies and businesses to secure resources for program participants.
Community Service Programming
Develop programs for community activities.
Secure grant funding from both private and federal sources.
Qualifications
- Bachelor's degree in Social Work, Behavioral Health, or a related field is preferred.
- Experience in program management or development within the behavioral health sector is highly desirable.
- Strong budgeting skills with the ability to manage financial resources effectively.
- Proven experience in relationship management, demonstrating the ability to build rapport with diverse populations.
- Familiarity with supervising staff and providing constructive feedback to enhance performance.
- Knowledge of best practices in working with individuals with developmental disabilities is a plus.
- Excellent organizational skills with the ability to manage multiple tasks simultaneously while maintaining attention to detail.
- Strong communication skills, both written and verbal, are essential for effective collaboration within the team and with external partners.
