Description

The Program Manager is responsible for leading and managing the day-to-day operations of the Homes for All Veterans Department to ensure an accountable and responsive service delivery model for people supported by RMHS. The Program Manager leads their teams in order to ensure best practices related to outreach, case management, and supports are followed and that people are satisfied with the services provided. The Program Manager develops strong, collaborative relationships with staff and colleagues, is analytical in creating processes and systems to benefit the department, and uses strong communication methods to meet departmental goals. The Program Manager will have oversight over case management activities and tasks; outreach, referral, intake, placement, service delivery, documentation, and billing functions; data integrity; and overall performance of teams in the department.

 

 

Essential Duties

 

  • Provides leadership and guidance to the Homes for All Veterans Department.
    • Ensures staff are providing excellent customer service and individualized whole-person care approaches to people receiving services and supports.
    • Ensures staff have the necessary training to perform high quality integrated care coordination that best supports individuals who receive services and their families.
    • Implements programmatic changes, policies and procedures, and RMHS’s values and mission.
    • Provides input and ideas towards long-term and short-term strategic plans.
    • Acts in a leadership role in the implementation of organizational initiatives/strategic planning/innovation management.
    • Promotes RMHS’s position as an innovator/thought leader/change agent in the field of human services.
    • Engages in corporate risk management including legal liabilities for RMHS’s interests.
    • Actively works to create an engaged, diverse, high-performing department and work force.
  • Develops, implements, and monitors utilization, quality, and financial objectives to support the department and is in alignment with the organization's strategic priorities.
  • Actively engages as a member of RMHS’s leadership team to pursue strategic initiatives to improve and change programmatic services and supports.
  • In coordination with Director, is responsible for implementing and tracking annual departmental budget and revisions. Monitors and analyzes monthly expenditures and reports to the Director.
  • Ensures staff and programs are in compliance with rules and regulations from the US Department of Veteran’s Affairs (VA), RMHS, and any other governing body.
  • Develops department policies and procedures in conjunction with the Director of Transitional Supports and in line with the mission of RMHS. Administers policies and procedures for RMHS in partnership with Human Resources, Intake, Revenue Cycle, Finance, and other Departments as appropriate.
  • Coordinates with other RMHS program leadership to ensure that RMHS mission, values, and strategic priorities are present in all of our work.
  • Supervises a team of Homes for All Veterans Supervisors - interviews, hires, trains, mentors, coaches, and conducts performance evaluations and performance improvement plans to ensure success and achievement of performance standards.
  • Ensures data integrity and systems to achieve performance outcomes and inform organizational dashboards.
  • Leads, organizes, and/or decides when department committees and work groups are necessary to make programmatic changes and/or improvements.
  • Collaborates with stakeholders and community organizations to ensure services and supports are adequate for people supported in the department.
  • Responsible for the implementation and monitoring of required reporting. Submits to the Director of Transitional Supports.
  • Facilitates department meetings to ensure operations of the department are functioning effectively and efficiently.

 

 

Knowledge, Skills and Abilities

 

  • Knowledge and experience with case management in regulated environments such as VA or other government-funded programs.
  • Experience leading teams and building strong rapport.
  • Experience in maintaining strategic working relationships with internal departments and community partners.
  • Experience and knowledge of strong customer service practices and whole person approaches.
  • Analytic and can prioritize and communicate to staff key objectives and tactics necessary to achieve departmental goals.
  • Experience with the use of data and technology to support service delivery models.
  • Knowledge of issues related to homelessness prevention, housing, Veterans and their families, and community resources.
  • Experience in fiscal management and meeting deliverables as it relates to regulatory functions.
  • Strong communicator in written and verbal communication while maintaining a high level of confidentiality.

Qualifications


Minimum Qualifications

  • Bachelor’s degree in Social Work or a related field or four years of nonprofit experience.
  • Five (5) years management and/or supervisory experience.
  • Experience leading case management teams and implementing programmatic changes.
  • Strong problem solving and process improvement skills.
  • Strong skills in strategic and long-term program vision.

 

Preferred Qualifications

  • Experience with private and/or Federal grant management
  • Experience with HMIS
  • Prior experience working with the homeless individuals and/or households
  • Prior experience working with/in military/Veteran population

 

 

Driving Category - Requirements

  • Valid driver’s license
  • Proof of motor vehicle insurance
  • Personal vehicle in good operating condition for use during work, including transporting individuals
  • No major violations in the past three years.
  • No more than two moving violations in the past three years
  • Ability to meet and maintain agency driving requirements and operate agency vehicles
  • Drivers must upload proof of ongoing auto insurance every 6 months into Paycom/Relias.
