Security Clearance: Preferred
Certifications: PMP, Six Sigma, and HR certifications are preferred (e.g., SHRM-CP, PHR). PROOF OF CERTIFICATION IS REQUIRED AT TIME OF APPLICATION SUBMISSION, IF APPLICABLE, TO BE CONSIDERED.
Education: Bachelor’s degree in Human Resources, Business Administration, or related field; Master’s degree preferred.
Experience: Minimum five (5) years of experience in U.S. Army HR operations within the last ten (10) years, with in-depth knowledge of military HR systems such as IPPS-A, DEERS/RAPIDS, and ATRRS.
Job Summary:
The HR Project Manager (PM) will lead and oversee the implementation of HR transformation projects in compliance with the Performance Work Statement (PWS). This individual will coordinate all project activities, ensuring on-time and on-budget delivery while meeting quality and compliance standards. The PM will collaborate closely with the Contracting Officer Representative (COR), Army stakeholders, and internal teams to ensure the successful integration of HR systems, process improvements, and compliance with DoD regulations.
Key Responsibilities:
- Oversee the entire lifecycle of HR transformation projects, ensuring alignment with Army and DoD regulations, including Army HR doctrine and regulatory guidance.
- Manage all project deliverables, including compliance with PWS milestones, schedules, and timelines.
- Supervise the HR Deputy Project Manager, HR General Clerks, and other key project staff, ensuring effective task delegation and performance monitoring.
- Implement and monitor project schedules, quality control processes (QCP), and risk management strategies, and ensure resources are allocated efficiently.
- Ensure compliance with IPPS-A, DEERS/RAPIDS, ATRRS, and other HR systems as per PWS requirements.
- Oversee contract compliance with security policies, ensuring personnel identity verification, CAC issuance, and background checks meet DoD and Army security standards.
- Communicate regularly with stakeholders and the COR regarding project status, risk mitigation strategies, performance updates, and corrective actions.
- Ensure internal audits, data accuracy checks, and security compliance protocols are followed to support contract performance standards.
- Ensure timely response to customer complaints and issue resolution in compliance with the Quality Assurance Surveillance Plan (QASP).
- Other duties the COR or PM assigns to support project goals.
