This position is responsible for planning, coordinating, and overseeing the design, implementation, and operation of contracted fixed route bus services.
Duties & Responsibilities:
  • Recruits staff to include interviewing, hiring, assigning work, training, coaching, and counseling to ensure consistent application of Employee Guidelines, processes, and procedures. Conducts performance reviews and holds employees accountable for performance of their responsibilities.
  • Directly monitors and manages contracted fixed route bus services to ensure that contractors provide service according to organizational standards and contractual requirements. Directs the implementation of corrective action as necessary and coordinates and performs on-street and on-site quality control inspections. Determines assessments for incentives and penalties in accordance with contract provisions.
  • Develops Requests for Proposals (RFPs) for procurement of contracted fixed route service providers. Evaluates proposals submitted in response to solicitations and prepares Board Reports for contract award. Monitors and recommends changes to contracted fixed route bus services. Initiates fixed route privatization contract amendments for service/schedule changes and other operational contract changes.
  • Develops, administers, and manages the Competitive Services division budget in accordance with current legislative requirements regarding contracted services, and explains budget variances.
  • Coordinates with internal stakeholders to facilitate the exchange of information, goods and services between Departments and contractors in accordance with contractual requirements and service needs. Maintains up-to-date knowledge of all facets of the contractor operation and works collaboratively with internal and external personnel to resolve service issues.
  • Collects, evaluates, and maintains necessary information to ensure contractor compliance with local, state and federal regulatory requirements, including but not limited to Federal Transit Administration (FTA), Department of Transportation (DOT), Colorado Department of Transportation (CDOT), and Americans with Disabilities Act (ADA).

Qualifications:
  • Bachelor's degree in Transportation, Business Administration, Transportation Planning, Public Administration or a closely related field required.
  • A minimum of three years of experience in contract administration of a large contract required. Transit operations contract experience preferred.
  • A minimum of two years of experience in a supervisory or lead role.
  • Proficient with Microsoft Office Suite.
  • Ability to communicate effectively, orally and in writing.
  • Ability to use sound judgment.
  • Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.

Pay Range:
$92,003.00 - $129,954.50 Annual

RTD posts a compensation range that represents a good faith estimate of what RTD anticipates paying for the position at the time of posting. Starting salary is based on the candidate’s relevant and verified education, training and work experience.
