RTCS, LLC is looking for a qualified Program Manager with a passion for pursuing a challenging career in support of the U.S. Innovation Capability and Modernization (ICAM) activities across the Department of Defense (DoD). These investments by OSD are targeted to advance Hypersonic Technology and Production capabilities for our Nation. Responsibilities include working with members from OSD and across the Armed Services Program Offices that are involved in Hypersonic Technology Maturation and Weapon System Development. You will work with the science and technology community and component and system engineering teams to develop and mature advanced technology, manufacturing processes, and test and evaluation capabilities enabling rapid transition to operational systems. As a Program Manager your role will include programmatic and technical oversite supporting planning, tracking, analysis, and reporting on multiple projects of varying contract types, sizes, complexity, and levels of risk. The Program Manager will spend a significant amount of time interfacing with Project Managers, Contract Management staff, Senior Technical Personnel, and other functional organizations.
Daily responsibilities include:
- Programmatic and technical management of ICAM/IBAS investments in multiple technology areas of interest to include component and system level development as well as test and evaluation processes and capabilities.
- Conducting independent assessments of advanced technology maturation and potential for transition to operational systems.
- Developing life cycle cost analysis to include review of engineering, testing, and logistics data for system support plans.
- Developing and maintain program milestones plans, schedules and milestone required documents.
- Developing documentation, material and data for programs reviews, Integrated Product Teams (IPTs) meetings and briefings.
- Developing/updating program documentation as changes occur and systems progress through various lifecycle stages.
- Analyzing and providing recommendations on program growth, cost reduction initiatives, tradeoffs, modifications, cost, schedule and performance assessments, budget changes and threat updates.
- Preparing Program Operating Memoranda (POM) and Program Life Cycle budgets, budget realignments, prepare input papers and justifications for funding, review budget requirements and spend plans.
- Reviewing Performance Cost Reports (PCRs) and Contract Funds Status Reports (CFSRs) on the cost-plus portion of the contract. Track, analyze and report OEM contract costs (i.e., labor, travel, materials).
- Collaborating with appropriate stakeholders to plan, implement, and reassess the impact of program improvements.
- Assisting in the development of Executive level briefings, papers, and other correspondence.
- Supporting scheduled and impromptu status and communication briefs with various levels of senior leadership.
Required Qualifications and Skills:
- Bachelor’s degree in engineering, technical, and/or business field
- Proficient in MS Office - Outlook, Word, Excel, PowerPoint, Project (or equivalent management software)
- Minimum of 10 years’ experience demonstrated in technical program/project management of DoD weapon systems
- Active Secret Clearance
- Ability to travel to support customer objectives
Desired Qualifications:
- Advanced degree in technical or business field
- 15 years of technical program management experience addressing system development and production of flight vehicles, propulsion systems, lethality systems, additive manufacturing, and flight electronics.
- Experience managing engineering teams with diverse technical functions from design, rapid prototyping to production
- 5 years of experience managing projects in navigation, guidance, and control, manufacturing process control, and manufacturing automation
RTCS, LLC is a small business founded in 2021 supporting Government and commercial development activities in prototype system design, ground test and evaluation, manufacturing and assembly, and flight test demonstration. These activities include the identification and maturation of hypersonic technologies such as thermal protection systems, seekers, propulsion systems, ground support equipment, mitigation of environmental extremes, and instrumentation.
