Serves as the Human Resources Manager to the four regions. Provides guidance and information to managers and staff on various human resources policies, procedures, and processes.
Manages the Human Resources Consultants for the Upstate, Midlands, PeeDee, and Lowcountry regions. Advises regional management and HR staff concerning the processing of routine personnel actions. Ensures state and federal regulations, policies and guidelines are followed. Reviews and evaluates section's production of work quality. Provides information and advice on training opportunities and employee development programs.
Visits regional offices monthly and routinely attends regional management/regional leadership team meetings to provide updates as well as respond to HR related questions. Attends HR staff meetings and provides training in different areas of HR to include, employee relations, salary actions, recruitment, the applicant tracking system, onboarding/offboarding, etc. Schedules staff meetings with direct reports and conducts one-on-one meetings with each direct report on a regular basis. Provides routine updates to the HR Director on mission critical items and personnel actions in the regions.
Provides guidance on the applicant tracking system to include screening/filtering applications and closing positions. Assists with the position request and background check systems. Provides updates/information on both systems to include reviewing background check results. Reviews, edits, and approves interview questions; reviews relevant policies, procedures, and forms and make updates as needed. Processes personnel actions through the Personnel Action Information System (PAIS) and South Carolina Enterprise Information System (SCEIS); approves PCAS time and leave. Makes corrections as needed in PAIS and SCEIS, to include Personnel Administration, Time and Leave Management, etc. Generate SCEIS reports as requested.
Assists and works closely with the regional HR Consultants and management on employee relations, performance, FMLA, and Worker's Compensation concerns. Assists with internal investigations and must be available to attend statewide in-person meetings as needed. Works closely with the areas of Employee Relations, Classification and Compensation and Recruitment to ensure information and updates are effectively communicated. Serves as a liaison between the regions and central office HR to ensure communication is clear and concise on updates, policies, and procedures.
Minimum And Additional Requirements
A bachelor’s degree and at least four (4) years of human resources experience in a supervisory role. A master's degree in human resources management may substitute for the required experience.

- Strongly preferred HR designation ( SPHR/PHR certificate, SHRM-CP or SHRM-SCP)
- Master’s degree in Human Resources Management, or Business Administration
