General Statement of Duties
Essential Duties
- Interprets state and federal regulations regarding special education;
- Supervises a team of elementary special education coordinators
- Serves as resource to and conducts workshops for school personnel on special education;
- Recommends subject area professional learning for administrative staff and teachers;
- Conducts in-service training for special education representatives on eligibility and IEP teams;
- Facilitates curriculum development, provides direction and monitors curriculum implementation throughout assigned elementary schools;
- Visits classroom for teaching support and consultation; monitors instructional program in the schools, monitors compliance with state and federal program standards;
- Assists the principal in supervising classroom instruction and evaluating special education teachers;
- Coordinates program/site assignment for students (including summer services);
- Supports the school quality process for assigned elementary schools
- Serves as LEA representative for Manifestation Determination Review Meetings, at the request of the Director of Exceptional Education
- Consults with teachers, parents and support staff regarding the implementation of individualized education plans (IEP) and accommodations to the standardized testing program;
- Prepares special reports to principals, the Director of Exceptional Education, the Superintendent and the Board on the status of programs or disability areas;
- Updates and revises procedure and process manuals and special education forms to comply with state and federal requirements;
- Assists in planning for individual issues related to pupil transportation, instructional assistants, interpreters, special instructional requirements, behavior management plans, homebound instruction, transition, and specific referrals related to low incidence populations;
- Provides technical assistance and ongoing in-service to schools;
- Assists special education teachers in the selection and ordering of educational materials, supplies and equipment;
- Interacts with assigned interagency personnel, professional groups, community groups, advisory committees and the Parent Resource Center;
- Attends Special Education Advisory Committee Meetings
- Serves as a liaison to the Human Resource department in selection of staff and placement of student teachers;
- Assists in the preparation and administration of the budget;
- Assists in the school division in the preparation of the 5 year cyclical Core Special Education Audit in conjunction with the Virginia Department of Education
- Prepares and administers grants appropriate to assigned area;
- Prepares written documentation and correspondence conveying information to stakeholders;
- Attends meetings at the request of the Director of Exceptional Education
- Prepares presentations for instruction and compliance for stakeholders;
- Displays effective communication skills and problem solving when supporting schools, parents and division needs
- Independently manages multiple assignments and is able to meet deadlines
- Actively collaborates with other exceptional education specialists and coordinators
- Attends work daily and is engaged and on task; and,
- Performs other duties as assigned.
Minimum Qualifications
- Valid license as a teacher in an exceptional area;
- Master's degree in a disability classification;
- Administration and Supervision endorsement required;
- At least five years of experience as a teacher in special education or equivalent; and,
- Administrative supervisory experience preferred.

Anticipated Start Date – July 1, 2025
- Minimum annualized salary - $80,039.90 (The salary for this position will be prorated based upon the official start date).
- Salary based on the 2024-2025 pay scale, subject to change based on adoption of the 2025-26 pay scale.
