General Statement of Duties
This position is open until filled. This is a 12 month, 260 days, 8 hours per day position. Salary is prorated based on start date and for internal candidates, based on promotion policy. The minimum salary is $76,373.79 (36.72 hourly).
Essential Duties
- Maintain comprehensive up-to-date working knowledge and understanding of data systems used by stakeholder department in support of department operations and proactively seek to streamline business processes by working collaboratively with Subject Matter Experts (SME), IT staff, and other technology-centric resources.
- Gather functional and business requirements from non-technical users and stakeholders, then translate those requirements into functional-technical specifications for County IT or other technical personnel.
- Appropriately refer and collaborate on issues with supervisor, team members, and/or appropriate IT department staff.
- Use advanced knowledge, skills and abilities based on systems super-user developed subject matter expertise to resolve complex technical issues and implement solutions with minimal guidance.
- Create and maintain accurate documentation, paper and electronic records to include operating procedures and detailed project information, records and reports for assigned projects.
- Use advanced super-user functional-technical expertise and serve as the “go-to” person for solving unusual and complex issues.
- Serve, lead, and handle routine and special projects of various levels of scope and complexity independently, from planning to closing, keeping manager appropriately informed, may include cross-functional and inter-departmental project teams as needed.
- Coordinate the “big picture” impact assessments of technology on department’s operational needs, including workflows and data needs, and technology’s ability to enhance processes and meet the department’s, end-users’ and all other stakeholders’ needs without negative impact/consequence.
- Generate ad-hoc reports as required for organizational needs.
- Serve as help-desk resource in responding to users' questions concerning software.
- Perform other duties as assigned.
Minimum Qualifications
Possession of a bachelor's degree or equivalent combination of education, training, and experience.
- Excellent analytical skills and a passion for problem-solving.
- Strong computer skills with ability to proficiently use computer and typical business software and applications such as Microsoft Office 365 applications, SharePoint, and Adobe.
- Working knowledge of Oracle Time and Labor, Benefits, and payroll processing experience in school district preferred.
- Ability to express ideas clearly and concisely, orally and in writing.
- Ability to multitask and effectively manage competing priorities.
- Ability to work independently and recognize when to elevate issues for guidance or resolution.
- Ability and desire to learn new technologies.
- Consistently demonstrates excellent data management, research, and organizational skills with excellent attention to details.
- Personal accountability, including teamwork and establishing and maintaining positive relationships.
- A proactive attitude and a desire to make a positive impact.
- Knowledge of applicable regulations, methods and practices related to public school environment. Maintain confidentiality of human resources, benefits and payroll and employee records.
Additional Information

- Demonstrated ability to understand organizational policies, business practices, and procedures and incorporate in the development and production of work.
- Excellent computer data and project management skills sufficient to manage assigned project and related resources to completion; SME level knowledge and understanding of the department’s operations, processes and the array of technologies and peripherals integral to the department’s operations.
- Advanced troubleshooting and diagnostic skills.
- Advanced working knowledge of assigned module or functionality of enterprise system.
- Consistently demonstrates sound critical thinking skills and sound judgement in making viable recommendations and decisions.
- Ability to work under pressure.
