    TERMS OF EMPLOYMENT:
    • Administration/Non-bargaining
    • One (1) Full-time position, 260 days
    • Salary: $58,257 - $66,307 (Based on Credentials)

    A. GENERAL SUMMARY OF DUTIES:The Family Service Coordinator position, in conjunction with the Family Services Manager is responsible for the Family and Community Partnership portion of the Head Start Performance Standards. This includes the oversight and development of systems to provide opportunities and support of Head Start families to include, but not limited to family engagement and family partnership agreement building. This position provides monitoring of the family services area and building community partnerships that enhance the program. This position will also be responsible for the supervision and mentoring of the Family Service Advocates.

    B. PROGRAM ADMINISTRATION AND COORDINATION:

    Duties of the position are described in major functional areas listed below. Additional duties may be assigned.
    • Monitors compliance with the Standard Operating Procedures, and the Head Start Performance Standards in the area of Family and Community Partnerships.
    • Develops and implements a system of continuous monitoring and evaluation of health and dental requirements, Family Partnership Agreements, Family Needs Assessment and parent supports including PIR required fields.
    • Identifies and works collaboratively with other agencies to develop and enhance services to families.
    • Work with all service areas to plan and implement activities which teach parents/guardians child development/child management, nutrition education, health education, dental education, mental health education, adult education, use of community resources.
    • Work with Family Service Advocates and parents to promote participation in local Head Start parent programming as defined by the team.
    • Advocate in the community for Head Start and families. Be accessible to the community by attending committee and/or collaborative meetings, including round-ups, partnerships, collaborations, community events, open houses and individual enrollments. Build community collaborations that support the growth and development of children and families. Coordinates appropriate referrals to community agencies in areas related to family support and intervention.
    • Ensures Family Service Advocates participate in staffing meetings when required.
    • Mentor and coach Family Service Advocates by having regular staff meetings and meeting individually as needed.
    • Attend all local and area staff meetings/trainings, orientation, pre-service, and other pertinent conferences, workshops and college course work. Read journals, etc. to stay current with job related areas. Pursue personal goals through an individually designed self-development program.
    • Assist with outreach activities as needed.
    • Monitors and continually stays current on Health and Safety requirements for the Head Start Program. Ensures that Health and Safety policies and procedures are being used in the Head Start Program.
    • Monitors and ensures that Active Supervision policies and procedures are current and in use in the Head Start Program.



    C. RECORD KEEPING AND FISCAL:
    • Maintains filing, tracking and documentation systems.
    • Submits verbal and/or written reports to the Assistant Director of Early Childhood/Family Services Manager
    • Understands and monitors in-kind and other allowable costs applies toward non-federal share requirements.

    D. SUPERVISION AND TRAINING:
    • With the Director of ECE plans and implements professional development for Family Services Advocates.
    • Develops, conducts or arranges training as needed, including volunteer training.
    • Determines appropriate training needs to meet program goals and objectives.
    • Provides guidance and oversight to family service staff through monitoring.
    • Mentors staff as needed to assure continual growth and understanding of all aspects of the Head Start program, professionalism and teamwork.
    • Explains and completes an individual development plan with all family services staff under their supervision and monitors progress toward goals.
    • Models appropriate skills/language in working with children.
    • Supervises staff in the implementation of CSEFEL Parenting Curriculum.
    E. SUPERVISION EXERCISED:
    • Direct supervision means those employees the position assigns, directs, and evaluates the duties.

    Performs other duties as assigned to ensure the successful operation of the program.

    F. DECISIONS AND COMMITMENTS:
    This section will describe the kinds and impact of decisions and commitments; the effects, influence and significance of these decisions; the consequence of error and the limitation of the finality of decision making.

    Decisions and commitments involving the program are very important and affect the families and continued funding of the programs. Following the guidelines and the regulations of the program are of the utmost importance to ensuring quality services for the children and families. Accountability to the program and to staff is essential.

    G. SUPERVISION RECEIVED:
    The job description and the service plan serve as a guideline. The supervisor evaluates the performance. Assistance is received from other agency staff as needed. Outside assistance can be received from other related resources.

    Head Start effectively uses the teamwork approach. All components are interwoven so as to better assist and support families. The immediate supervisor is responsible for yearly appraisals of this position. The program will conduct a self-assessment in which the Family and Community Partnership Program Services area will be covered as addressed in the Head Start Performance Standards and related regulations and practices (e.g. IDEA, MiAEYC Best Practices, child care licensing, etc.).


    H. KNOWLEDGE AND ABILITIES:

    Knowledge
    Considerable knowledge of the principles and practices of social work, human behavior, customer service delivery and health services available in the Saginaw area. Knowledge of computer data entry processes, filing and record keeping. Must have knowledge of family-centered practices. Knowledge of local resources, customs and language is helpful.

    Abilities:
    • Knowledge and implementation of the Head Start Performance Standards and policies of Saginaw ISD Head Start.
    • Exercise professional judgment in evaluating before making decisions.
    • Establish and maintain effective working relationships with staff, children, parents, outside agencies and the public.
    • Computer data entry functions.
    • Maintain confidentiality
    • Must possess reliable transportation for employment.
    • Possess valid driver’s license and have minimum automobile coverage required by state of employment. To drive agency vehicles (if applicable), must be insurable by the Saginaw ISD Head Start insurance carrier.
    • To read, analyze and interpret reports, regulations and periodicals. Write reports, business correspondence and manuals. Present information and respond to questions.
    • To add, subtract, multiply and divide in all units of measures.
    • To climb, walk, drive, sit, stand and lift up to 25 pounds.

    I. EDUCATION AND EXPERIENCE
    Bachelor's degree in Social Work, Human Services, or related human services field is required. Bilingual (English/Spanish) preferred. Previous case management experience with young children and families preferred. Must obtain Basic First Aid and CPR Certification. Current and former Head Start employees, students and parents will receive preference for employment vacancies for which they are qualified.
