What are the responsibilities and job description for the Housing Specialist- Section 8 position at Saginaw Housing Commission?
Saginaw Housing Commission is seeking a dedicated professional who will be for responsible for providing case management services in Housing Choice Voucher Program (Section 8). This individual is responsible for maintaining documentation required to assist participants in the program. Work includes: interviewing applicants, determining eligibility, and conducting reexaminations. Performance of the duties requires excellent public contact skills and independent judgment in accordance with prescribed policy and procedures and Federal guidelines.
These duties include but are not limited to:
- Serve as an ongoing case manager for Section 8 Tenant Based Housing Choice Voucher Program to include a heavy volume of daily telephone call, computer inquires, and required paperwork.
- Screen and determine applicant eligibility for rental assistance through the Section 8 Housing Choice Voucher Program.
- Process Section 8 Voucher holders through the required steps to put the family's unit under This includes processing Requests for Tenancy Approvals (RFTA), ensuring that unit is affordable, housing quality inspections are performed promptly, determining family Housing Assistance Payment (HAP) utility allowances, and total tenant payment.
- Develop and maintain working relationships with landlords/agents. Advise prospective and existing landlords/agents on housing quality standards.
- Assure that Commission policies and procedures as well as HUD requirements and guidelines are being observed in day to day activities.
- Conduct annual and interim reexaminations, which includes sending re-certification letters, making and logging appointments, interviewing clients, verifying income, and medical expenses, calculating rent and utility allowances, mailing required notices, processing payment documents and changes, processing transfers for occupancy, and transmitting documentation to HUD via form 50058.
- Verify with tenant/participant employers, organizations, and other agencies to confirm client
- Interact with Department of Social Services, Protective Payees and other agencies to resolve Section 8 Participants issues.
- Maintain data and records in order to provide necessary information for reports (such as, lease up).
- Refer tenant/participants to other service agencies and organizations as situations warrant.
- Perform various clerical duties, including typing, filing, and computer entry, including the posting of all new tenant information.
- Excellent math skills for determination of rent reasonableness.
Knowledge and Skills:
- Knowledge of the policies and regulations of the Saginaw Housing Commission, as established by the Board of Commissioners and HUD pertaining to Section 8 programs and the ability to act on such policies and regulations.
- Knowledge of community resources, businesses, educational, and city/county services.
- Knowledge of the local, state, and federal laws governing housing assistance programs, including safety and fire regulations, landlord/tenant relationships, leasing of property, and evictions.
- Knowledge of Housing Quality Standards and associated policies and procedures for

- Experience and required knowledge and abilities to work in all diversified ethnic and social economic groups.
- Knowledge of report preparation techniques and procedures and a demonstrated ability to prepare and evaluate professional and technical reports.
- Knowledge of modern office equipment, including copiers, personal computer, calculators, and facsimile machines.
- Knowledge of interviewing techniques and procedures associated with the verification of applications and re-certifications.
- Ability to present ideas and information in a clear and concise manner, both orally and in writing.
- Must be able to work independently with minimum supervision.
- Working knowledge of Microsoft Word, Excel and other Microsoft software.
Minimum Education, Training, and/or Experience
Graduation from an accredited high school or vocational school; Preference will be given to those candidates who have an Associate Degree with course work in Social Service or a related field; Certified as Housing Specialist and/or Rent Reasonableness; EIV training; Housing Authority computer software; two to three years of experience working with low-income families; or any equivalent combination of training, education and experience which provides the required knowledge and abilities. A valid Michigan driver’s license is required.
