DESCRIPTION
SAL Community Services connects the community to services that ensure every child can succeed in school and life, and every adult has access to basic human needs like food, counseling, child care, and housing. We do this by listening, learning, and acting to help individuals and families navigate the barriers that prevent them from moving their life forward in a positive way.
The CCAP Training Manager is responsible for leading comprehensive training programs for new and existing staff to ensure the accurate and efficient implementation of the Child Care Assistance Program (CCAP). This includes delivering orientation for new hires, providing ongoing support for processing tasks, reviewing case specialist processed documents and completing monthly and annual CCAP audit reports, and offering remedial or refresher training as needed. The CCAP Training Manager serves as a key liaison with IDHS for the state-designated SDA for policy updates and ensuring timely communication and training delivery when new policies or procedures are implemented. This role also includes CCAP Eligibility Processing and payment support to maintain current on all CCAP contractual deliverables. This position is based out of Peoria office of Child Care Connections (Service Delivery Area 8) with primary supports in this location, however provides supports as needed to Child Care Resource & Referral of Midwestern Illinois Child Care Assistance Program (Service Delivery Area 7). You will:
- Receive and review Child Care Assistance Program applications to determine eligibility for child care services based on state-mandated criteria.
- Conduct annual redeterminations of program participant eligibility, assisting parents/guardians in submitting required documentation.
- In collaboration with the Child Care Assistance Program administration team (SDA 7 & 8) utilize best practices in adult learning methodologies to develop, schedule, and deliver training programs for Child Care Assistance Program staff on program policies, application processing, and best practices and serve as a subject matter expert within the Child Care Assistance Program.
- Work closely with Child Care Assistance Program leadership (Illinois Department of Human Services, Child Care Resource & Referral System and SDA 7&8) to establish consistency in training development and delivery.

Qualifications

Education and Experience
Required: Associate’s Degree from an accredited college or university in one of the following related fields Education, Communication Studies, Business Family Consumer Sciences, Social Work, Child Welfare, Family Services, Psychology, Sociology with three or more years of direct experience in Child Care Assistance Program policies and procedures. A combination of experience and education may be substituted for the qualifications stated previously. Preferred: Bachelor’s Degree from an accredited college or university in one of the following related fields Education, Communication Studies, Business Family Consumer Sciences, Social Work, Child Welfare, Family Services, Psychology, Sociology with five or more years of direct experience in Child Care Assistance Program policies and procedures. A combination of experience and education may be substituted for the qualifications stated previously. Candidates with prior experience in training, adult learning principles, and assessment of learning will be given preference. Bilingual skills preferred, but not required.
