What are the responsibilities and job description for the Programmer Analyst III - Value Based Programs position at San Bernardino County?
Arrowhead Regional Medical Center (ARMC) is looking for a motivated Programmer Analyst III to design and develop technology and systems for the hospitals Value Based Programs (VBP). Duties include providing production support and being experts in system analysis, automated systems design, database design, and applications programming. Incumbents in this role are the primary resource for evaluating and applying new technological developments to assigned projects.

EDUCATION | Thirty (30) semester (45 quarter) units of completed college level courses in programming, computer science, software engineering, or related field. A list of coursework must be submitted with the application if a Bachelor's degree has not been conferred. |
EXPERIENCE | OPTION 1: Four (4) years of full-time equivalent work experience in a production environment, within the past five (5) years, performing systems analysis and project planning for the purpose of developing business applications. Must include one (1) year working as a project leader for large-scale projects. Experience must include the use of a systems development methodology. Qualifying experience must have been using the following primary development languages and frameworks:
-OR- OPTION 2: Two (2) years and six (6) months experience managing QIP in a Designated Public Hospital within the past five (5) years, performing systems analysis and project planning for the purpose of developing business applications. The ideal candidate will possess the following:
- Two (2) years healthcare experience working with Value Based Programs and/or Quality Performance Analysis
- Designated Public Hospital or Public Health Plan experience
- Two (2) years experience with P4P programs or five (5) years healthcare analytics experience
