What are the responsibilities and job description for the Education Benefits Coordinator position at San Manuel?

Under the direction of the Executive Administrative Manager and the Education Board Treasurer, the Education Benefits Coordinator administers the Tribe’s tuition assistance program for all qualified community members. The Education Benefits Coordinator works with parents and guardians of students in preschool, elementary, middle school, and high school, as well as all students in post-secondary education. The Education Benefits Coordinator oversees the process, administration and execution of the Tribal Education laws and policies regarding tuition assistance and eligibility.

Essential Duties & Responsibilities

1. Independently manages student caseloads, from preschool to post-secondary. Compiles, enters, and verifies information for student cumulative files; develops and monitors databases to track academic progress, verifies tuition assistance eligibility, current school enrollment status, updates student and parent contact information, and any other academic records. Communicates with all necessary parties to ensure academic information is correct and up to date.

2. Assists eligible Tribal Community members through the tuition assistance process. Conducts student and parent meetings to review tuition program requirements and provides information sessions to the community, as requested. Provides direction and guidance for all inquiries related to the tuition assistance program. Implements repayment plans for students and/or parents who do not maintain the tuition assistance requirements.

3. Prepares financial statements, check requests, tracking, ensuring payment is applied to all accounts and procures all related financial information to process payments to educational organizations for year-round educational programming.

4. Maintains constant communication with schools and universities for billing, academic reports, and enrollment status for students enrolled in the tuition assistance program. Manages student records release forms, Family Educational Rights and Privacy Act (FERPA) releases, and access to student tuition accounts. Meets with K-12 and post-secondary student accounts departments to set up payment plans for student tuition and collection of grades.

5. Communicates with educational institutions where Tribal students attend, and any other applicable organizations to process and update required documentation, verify eligibility, and monitor any changes according to Tribal laws and regulations, and conduct additional research, as necessary.

6. Compiles and presents a quarterly budgetary report to the Executive Administrative Manager on all tuition assistance applications. Provides recommendations on yearly budget projections.

7. Manages and constantly updates all required application forms, handouts for parents, and any other enrollment documentation that needs to be completed by the parents or students. Prepares new enrollment packets for upcoming school year during the spring and summer terms. Collaborates with Post-Secondary Access and Success Counselor and Academic Acceleration Liaison to ensure students are on track.

8. Collects and analyzes data to recommend amendments to the tuition assistance program and to the leadership/board, and ensures they are in alignment with Tribal law, State and Federal regulations. Prepares and records Education Board meeting agendas and minutes for tuition assistance related policy changes. Participates in the development of written administrative procedures for the department.

9. Creates and prepares confidential and time sensitive correspondence including but not limited to memorandums, reports, letters, forms, and presentations for Tribal families, educational institutions, and other organizations, as necessary. Communicates with all Tribal families on Education department services, events, and changes to the tuition assistance program.

10. Performs other duties as assigned to support the efficient operation of the department.

Education/Experience/Qualifications

  • High School diploma or GED is required.
  • Bachelor’s Degree in Business, Finance, or related field is preferred.
  • Must have minimum three (3) years of experience working in an educational organization/school district/post-secondary institution.
  • Must have minimum three (3) years of experience in dealing with financial procedures in a K-12 setting or post-secondary institution.
  • Equivalent combination of education and progressive, relevant, and direct experience may be considered in lieu of minimum educational/experience requirements indicated above.
  • An understanding of current Native American culture and experience working with Native American communities is preferred.
  • Must have a strong working knowledge of colleges and universities as well as current on high school education changes.
  • Must have experience independently managing multiple budgets, providing detailed budget reports, and applying financial aid policies to billing/invoices.
  • Must have excellent written and verbal communication and interpersonal skills.
  • Ability to complete job functions on computers using online communications, spreadsheets, word processors, and other automated tools.
  • Experience working in a professional environment where initiative, sound judgment, and a flexible and adaptable approach are valued.
  • Ability to handle multiple tasks with attention to detail and perform duties with minimal supervision.
  • Experience handling confidential and sensitive information without reaction and judgement as well as experience in safeguarding the same.
  • Possesses a work history that demonstrates resourcefulness and effective problem solving in ambiguous situations.
  • Capable of consistently maintain poise and a professional demeanor under challenging and high-pressure situations. 

Certificates/Licenses/Registrations

  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
  • A qualified candidate/employee must have a valid driver’s license with an acceptable driving record as determined by the company’s insurance carrier.
  • As a condition of employment with the San Manuel Band of Mission Indians Education Department, incumbents are required to undergo and successfully pass pre-employment and annual post-employment background investigation including, but not limited to, Live-Scan fingerprinting, drug screening and criminal history background check.
  • Must successfully undergo and maintain a current negative tuberculosis (TB) test.
