Job Title: Business Process Consultant
Location: Tallahassee, FL (On-site with potential hybrid schedule)
Contract Duration: March 17, 2025 June 30, 2025
Overview: We are seeking an experienced Business Process Consultant to support the Florida Department of Agriculture and Consumer Services (FDACS). The consultant will analyze, document, and improve business processes while ensuring compliance with OATS policies and procedures. Preference will be given to local candidates with experience in DevOps and Dynamics 365.
Key Responsibilities:
Prepare and deliver business process documentation and analysis, including AS-IS and TO-BE process maps, gap analyses, solution requirements, and business cases.
Develop business process models, data flow diagrams, entity relationship diagrams (ERD), and data dictionaries.
Conduct business process re-engineering (BPR) and create remediation implementation plans.
Perform cost-benefit analysis and develop user stories, acceptance criteria, and test cases.
Ensure all deliverables comply with OATS Administrative Policies and Procedures.
Work closely with project teams, stakeholders, and the Department s Contract Manager to communicate findings and recommendations.
Conduct meetings with stakeholders, facilitate discussions, and document key decisions and action items.
Prepare status reports, time reports, and technical documentation as required.
Required Qualifications:
10 years of IT business/industry work experience.
7 years of experience conducting business analysis on IT projects.
Proficiency in Microsoft Visio for process modeling.
Experience with Agile and DevOps methodologies.
Strong ability to translate business requirements into user stories, use cases, and acceptance criteria.
Experience creating test cases based on business requirements.
Bachelor s degree in Computer Science, Information Systems, Business Administration, or related field (or equivalent experience).
Preferred Qualifications:
Experience leading stakeholder meetings and discussions at various levels.
Strong verbal and written communication skills with an emphasis on technical documentation.
Proficiency in conducting cost-benefit analyses and business process re-engineering.
Ability to analyze and translate process/system documentation into functional process models.
Experience working with IT teams to determine infrastructure requirements for business solutions.
Knowledge of Joint Application Development (JAD) techniques.
Additional Requirements:
Ability to work on-site in Tallahassee, FL (hybrid schedule may be approved based on assignments).
Must pass a Level 2 background check (paid for by the Department).
Must sign and comply with confidentiality and data use agreements.
Must complete the Department s ethics and security awareness training.
Must obtain CJIS Certification.
