Key Qualifications:
- Professional Expertise: Licensed Architect or Engineer with significant experience in transit infrastructure, facility improvement, or large-scale capital project management.

- Capital Projects & Master Planning: Lead the strategic planning, design, and implementation of capital improvements for VTA’s transit facilities, including bus and light rail yards. Develop long-term master plans that align with operational goals and prepare facilities for future growth.
- Transition Planning & Programming: Manage the creation of transition plans that address the phasing, funding, scheduling, and execution of complex infrastructure projects. This includes programming for the expansion of existing facilities and planning new infrastructure to support the growing needs of VTA’s operations.
- Construction Contract Management: Oversee the development and administration of capital construction contracts, ensuring compliance with state and local codes, as well as VTA’s operational standards. This role involves working closely with external contractors, architects, and engineers to ensure successful project delivery.
- Team Leadership: Direct and manage a diverse team of engineers, architects, consultants, and support staff, fostering collaboration and ensuring high-quality results. Provide clear leadership and guidance to the team to ensure the effective management of multiple, large-scale projects.
- Stakeholder Coordination: Act as the primary liaison between VTA and key stakeholders, including local government, contractors, and the public. Ensure alignment between project objectives and community needs while adhering to regulatory and environmental requirements.
- Project Delivery & Board Communication: Lead all project phases, from evaluation and planning through to construction and implementation. Prepare and present project updates, reports, and memos to VTA’s Board of Directors, communicating progress, challenges, and strategic adjustments as necessary.
- Sustainability & Compliance: Ensure that all projects meet VTA’s sustainability goals, integrating environmentally responsible practices where possible. Additionally, guarantee full compliance with all relevant regulations, including environmental laws, building codes, and accessibility standards.
Under general direction, the Engineering Group Manager – Facilities organizes, directs, and manages VTA facilities program including master planning, design implementation, and construction administration for facilities capital projects.
Distinguishing Characteristics
This is an at-will executive management position that serves at the discretion of the General Manager. The incumbent has direct responsibility for master planning, engineering design development, and construction administration of the program of facility projects. These projects vary widely in level of complexity, involving management of VTA staff and contracted professional engineers and architects, multiple professional engineering agreements, facility procurement and construction contracts, and coordination of assigned activities with other departments and outside vendors.
The projects include improvements and rehabilitation of facilities ranging from operations and maintenance yards to light rail and bus passenger facilities. The program includes management of the facility state of good repair program and related facility master planning for the strategic prioritization and implementation of facility improvements.
About the Engineering & Program Delivery Division
This division is also responsible for the implementation of the projects identified in the 2000 Measure A Program, which includes the planning, design, and construction of the Bay Area Rapid Transit (BART Silicon Valley) Project. Typical Tasks
Selects, supervises, trains, motivates, assigns, counsels, and disciplines project staff;
Manages the development and implementation of departmental goals, objectives, policies, and priorities;
Directs the planning, environmental analysis, design, and oversight of the construction of capital projects for facilities ensuring they are built on time, within budget, and to appropriate standards;
Manages groups of in-house and contracted planning, engineering, and construction administration personnel engaged in facility improvement activities;
Oversees staff who serve as project managers for facility projects;
Organizes, mobilizes, and directs project personnel and coordinates the efforts of other organizations involved in the projects;
Plans, schedules, and coordinates design, procurement, and construction activities;
Negotiates, approves, and monitors contractual agreements with other governmental agencies, private consultants, and private contractors;
Provides final review of plans, specifications, reports, and other documents prepared by subordinates or outside parties;
Provides timely communication of contract status and issues and maintains technical and administrative control of facility projects;
Develops, monitors, and manages project budgets; approves forecast of funds needed for staffing, equipment, materials, and supplies;
Approves expenditures and implements adjustments; authorizes contract payments;
Coordinates with federal, state, and local agencies during project implementation and ensures compliance with their administrative guidelines;
Represents VTA before the Board of Directors, city councils, and other federal, state, regional, and local agencies, VTA policy advisory boards and commissions, and before local citizens in public meetings and hearings;
Prepares, reviews, and approves detailed correspondence and reports;
Represents VTA in design and construction related legal and financial issues, contractual matters, public safety, and related issues;
Consults with department and division heads in the formation of administrative policies and is responsible for their implementation;
Establishes independent field offices and provides overall direction to subordinate staff regarding professional standards, work quality and quantity, performance, and accountability;
Performs related duties as required.
Employment Standards
Sufficient training, education, and experience that demonstrates possession of the required knowledge, skills, and abilities.
Development of the required skills, knowledge, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in construction management, engineering, contract administration, or a related field, and extensive, increasingly responsible experience in engineering, construction management, contract administration, and supervision on rail transit projects, including at least three years supervising design or construction personnel in a public agency or similar organization.
Registration as a professional engineer or architect in the State of California is preferred.
