Description
JOB SUMMARY:
Responsible for the operation, maintenance, improvement, safety and security of buildings, grounds and related equipment for the School District of Superior. In coordination with the administrative team, develops and maintains corrective and planned maintenance, facility operations, indoor environment quality, energy management, in-service training, product testing, facilities improvement, safety and other related programs. Ensures that all buildings and grounds provide a safe, clean, healthy and attractive educational environment for all occupants and visitors.

JOB RESPONSIBILITIES
:

  • Collaboratively develops and sustains a department plan aligned to the district’s mission, vision, and goals.

  • Responsible for the maintenance and operation of all school buildings, district grounds, and equipment.

  • Ensures compliance with building codes, life safety codes, fire codes, and other federal, state and local laws and regulations, including school Board policies as they relate to the physical property of the district.

  • Ensures a safe working environment for all employees supervised in accordance with the WI Department of Safety and Professional Service (DSPS), the WI Department of Natural Resources (DNR), and other regulatory agencies.

  • Provides collaborative leadership for the design, implementation, and revision of effective and efficient processes that protect and maximize district resources.

  • Inspects new construction, repair work, projects, equipment, work orders, daily maintenance and supplies for the purpose of ensuring that jobs are completed efficiently.

  • Ensures specifications for major capital improvements are within local/state/federal regulations.

  • Provides effective leadership in the areas of human resources through selecting, assigning, training, supporting, developing, evaluating, and retaining quality personnel.

  • Provides direct supervision of building and grounds staff.

  • Participates in the selection of highly-effective staff in a fair and equitable manner based on school and district needs.

  • Supports staff orientation processes and procedures to assist and support all new personnel.

  • Implements staff evaluation system and evaluates performance of personnel.

  • Documents deficiencies and proficiencies and provides timely formal and informal feedback on strengths and weaknesses, and provides support and resources for staff to improve job performance.

  • Resolves grievances and other employee relations issues while working closely with the district office and coaches/disciplines employees appropriately.

  • Makes appropriate recommendations relative to personnel transfer, retention, promotion, and dismissal that is consistent with established policies and procedures.

  • Maximizes human resources based on the strengths of staff and provides them with professional development opportunities to improve learning and gain self-confidence in their skills.

  • Conducts regular staff meetings and keeps staff informed of building and/or district changes.

  • Works with other district staff to resolve problems and complaints as they pertain to school district maintenance operations projects.

  • Work with administration and other staff on district health, safety and environmental issues.

  • Responds to buildings and grounds emergencies and drills as necessary or sees that backup staff has been assigned.

  • Supports, manages, and oversees the department’s organization, operation and use of resources.

  • Develops budget and financial forecasts for the purpose of providing financial guidance and recommendations to administrative personnel and/or the District Administrator.

  • Assists in writing specifications, designing, estimating, overseeing and recording costs for capital work projects.

  • Demonstrates and communicates a working knowledge and understanding of the state’s public education rules, regulations and laws, and school district policies and procedures.

  • Implements strategies for the inclusion of staff and stakeholders in various planning processes and shares in management decisions and delegates duties as applicable.

  • Develops long and short-term maintenance plans/programs for the purpose of ensuring that district resources are effectively utilized.

  • Examines financial documents, records, and accounts on a periodic basis for the purpose of determining the accuracy, reliability, and completeness of financial records and reports.

  • Develops supporting materials for quotations or bids to assure that the delivery of material and service is consistent with need and cost benefits.

  • Explores and implements methods and administrative practices to improve the efficiency and increase the effectiveness of all services provided.

  • Develops and maintains the district’s maintenance plan in coordination with state and federal regulations regarding radon, lead, AHERA, Hazmat, etc.

  • Coordinates asbestos training for staff and maintains status as a designated asbestos person.

  • Oversees the maintenance and operation of the Four Corners wastewater treatment facility.

  • Oversees the maintenance of playground equipment and safety measures pertaining to playground areas.

  • Maintains Safety Data Sheets (SDS) for hazardous chemicals used in cleaning operations.

  • Oversees services such as trash removal, recycling, pest control management, air quality testing, water quality testing, energy conservation, etc., are provided to the school district according to need or requirements.

  • Supervises the inspection and monitors all safety and security systems (e.g. fire alarms, extinguishers, smoke/heat detectors, security systems) and all buildings and grounds equipment and systems that relate to the environmental functioning of the buildings and grounds (e.g. generators, lighting systems, water systems, sewage systems, heating and cooling systems, plumbing) and reports problems to the Director of Business Services and/or District Administrator.

  • Establishes requirements and schedules for snow removal operations.

  • Effectively communicates, collaborates, and engages stakeholders to promote understanding, support, and continuous improvement of the department.

  • Disseminates information in a timely manner through multiple channels and sources.

  • Maintains visibility and accessibility to all stakeholders.

  • Collaborates and networks with district colleagues, the community and other stakeholders to effectively utilize the resources and expertise available.

  • Attends and presents reports at school Board meetings.

  • Demonstrates behavior consistent with legal, ethical, and professional standards, and by engaging in continuous professional development and contributing to the profession.

  • Models professional behavior and is culturally responsive to students, staff, and other stakeholders.

  • Maintains a working knowledge of all electrical and mechanical equipment within the district and establishes a preventive maintenance and/or replacement plan.

  • Provides leadership in sharing ideas and information with staff and other professionals.

  • Assumes responsibility for own professional growth and learning to positively shape school effectiveness.

  • Keeps informed of the latest trends, developments and products in the areas of maintenance, repair, and upkeep; encourages innovation and experimentation as appropriate.

  • Performs all other duties assigned by Administration.

MINIMUM QUALIFICATIONS:

  • Associate’s Degree in Facilities Management or Construction or completed apprenticeship in construction and/or 5 years vocational work experience in related areas.

  • Three (3) years of supervisory experience.

  • Wastewater Operator Certification or willing to attain within six (6) months of hire.

  • Small Water System (OTM/NN) Operator Certification or willing to obtain within six (6) months of hire.

PREFERRED QUALIFICATIONS:

  • Bachelor’s Degree in Facilities Management.
