Primary Purpose
The IT Program Manager is responsible for operating the IT PMO, providing the end-to-end strategy, technical vision and leadership to drive program delivery and grow overall PMO maturity across each of the assigned IT project portfolios. Aligns the top-down vision, goals and objectives from the business strategy with the successful delivery of planning, communication, governance, risks and issues, infrastructure and integration. The Program Manager oversees master plans and schedules, financials and the performance of resources necessary to achieve the PMO's objectives and critical success factors. He or she develops solutions to program challenges and directs others for the successful completion of IT projects on-time and on-budget. Applies a common set of standards & processes across the planning and execution of IT and Cyber projects, in alignment with broader company project planning and execution guidelines.
The IT Program Manager works with a wide array of cross-functional stakeholders, including leadership and project management resources in SI lines of business and shared services organizations. Monitors and reports on overall program status against established metrics to executive stakeholders using established governance processes. Manages broader IT project intake and prioritization processes in collaboration with IT and Cyber leadership. Develops and presents business cases to executive leadership for larger capital projects. Provides coaching to project managers and is responsible for developing the next generation of PMO leaders. Scope of role spans all SI locations in US and Mexico, with project managers based in San Diego, Houston and Mexico City. Project portfolio includes implementation of enterprise or specialized applications to IT / OT infrastructure and infrastructure build / support for multi-billion $ large energy facility construction projects (pipelines, renewables, LNG plants). Total annual portfolio exceeds $50MM.
Duties & Responsibilities
- Manage and lead the PMO and project staff, including project managers, to oversee the impacts and interdependencies between project activities and works to ensure initiatives meet the goals and objectives of the business strategy. Mentor broader IT team in best practices. Track progress, understand dependencies, evaluate risks and communicate status to upper management and stakeholders.
- Manage the cross-functional planning process, leading conversations with key stakeholders to develop solutions that deliver program initiatives and creates program plans that include roadmaps, resource plans and budgets.
- Proactively remove obstacles to drive momentum and progress. Clarify priorities and push the team to be highly effective. Manage issue escalations, risk assessments and provide support to teams balancing competing priorities.
- Collaborate with program leads and internal resources to ensure project budgets are properly estimated and controlled; develop and present business cases for capital projects. Provide overall financial recommendations, develop controls and measurements to monitor progress. Provide visibility into the delivery performance of all program initiatives.
- Manage the allocation of resources within the PMO to meet project demand, work fluctuations, budget and time constraints in the delivery process.
- Understand technical implementation landscape and proposed technical alternatives. Develop broad domain and technical knowledge, collaborating closely with IT and Cyber leadership.
- Oversee the negotiation and administration of vendor, outsourcer, consultant contracts and service agreements.
- Accountable for all IT Project Management policies, procedures and guidelines, and for alignment with broader SI company project management practices.
- Perform other duties as assigned.
