What are the responsibilities and job description for the Program Risk Manager - Washington, D.C. position at Serco North America?
Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.
- Report on risk management issues to program manager and the deputy program manager for all PMS450 quarterly.
- Monitor and mitigates risks for the construction, SSW, NRE, Lifestyle and Sustainment, Enterprise, and Programmatic Branches.
- Work with and conducts regular meetings with government POCs for each Construction, SSW, NRE, Lifestyle and Sustainment, Enterprise, and Programmatic risk to ensure mitigation plans are driving down risks.
- Prepare addendums for RMP for each branch.
- Work with the shipyards to manage Construction, SSW, NRE, Lifestyle and Sustainment, Enterprise, and Programmatic Risk portfolios.
- Prepare and conducts bi- monthly Construction Pit, quarterly RRB meetings, and NRE bi-monthly Pit meetings.
- Create training for government POCs to help them with risk processes, how to enter in new risk, how to score a risk, and what to do as a risk owner for all areas.
- Conduct strategic planning to develop a Risk Program for all areas of PMS450 that are not yet implemented.
- Develop a strong Construction, SSW, NRE, Lifestyle and Sustainment, Enterprise, and Programmatic Risk Program
- Design and analyze organizational processes and programs for mitigation of financial risk.
- Develop, recommend and administer risk management and loss prevention programs, such as property and casualty insurance and product liability service (excluding insured employee benefit plans).
- Perform financial and risk analysis studies in order to maintain maximum protection of an organization's assets. Implements and evaluates compliance with business risk-reduction policies, processes and standards.
- Other duties as assigned.
- An Active or Current Interim Secret Clearance.

Bachelor's Degree in a technical or financial discipline preferred.
- An Associate's Degree and 2 years of additional experience will be considered in lieu of Bachelor's Degree or a High School Diploma/GED and 4 years of additional experience will be considered in lieu of Bachelor's Degree.
- 5 years of experience (Experience in assessing risk and developing mitigation strategies highly preferred)
- Knowledge and understanding of agency structure, organizations, programs, missions and functions sufficient to provide support in the planning, development and coordination of the management and administrative activities of the office.
- Familiar with a variety of the field's concepts, practices, and procedures.
- Knowledge of RMF and cyber.
- Ability to analyze various systems.
- Ability to understand and succinctly summarize, communicate, and document technical issues.
- Ability to use a variety of software products (e.g. MS Office, MS Outlook)
- Ability to perform a wide range of executive, managerial, and administrative support responsibilities and duties.
- Proficient in preparing, selecting, organizing, and presenting information concisely.
- Excellent interpersonal and administrative skills to meet needs of the program office.
- Ability to facilitate and coordinate efforts with key government and non-government stakeholders.
- Ability to work with minimal supervision.
- Ability to work within a time sensitive environment.
- Ability to travel up to 10% of the time.
- An Active or Current Secret Clearance
- Knowledge of NAVY shipboard and submarine systems, and DOD acquisition programs.
- Sharepoint expertise.
- Experience working in DoD or DoN environments.

In compliance with the District of Columbia’s Equal Pay for Equal Work Act, the salary range for this role is $86,539.03 to $140,624.86; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
