Job Title: Manager, STAR Program
Job Summary:
This is an exceptional opportunity to join the leadership of Servicios de La Raza in its mission to provide responsive and effective services to historically under served and vulnerable populations of Denver City and County. The STAR Program Manager supports the STAR Director in the strategic programmatic planning, expansion, oversight of Servicios de La Raza’s Support Team Assisted Response (STAR) Program and STAR Community Partners Network.
The STAR Program provides mobile emergency response services to community members experiencing distress due to mental health-related issues, homelessness, emotional/cognitive disorientation, poverty, and/or substance use. STAR services are deployed in response to low risk calls about persons not at imminent risk.
Servicios’ model of service is grounded in principles of trauma-informed care and harm-reduction practice to provide culturally and linguistically responsive care to persons in moments of crisis. The STAR Team provides on-site assessment, crisis intervention and de-escalation, transportation, and connection to other critical resources.

Duties and Responsibilities: Position Specific
- Provide culturally and linguistically trauma-informed case management services to clients; caseload of 12-20
- Collaborate with Servicios’ STAR Director in strategic planning for successful expansion of STAR Program service delivery
- Collaborate, as needed, in updating policies, practices, and guidelines for safe and effective service delivery of emergency/crisis, community-based services
- Participate, as needed, in the hiring and training of service delivery staff
- Collaborate, as needed, for oversight and training for all face-to-face encounters, assessments, coordination of care, and follow-ups
- Maintain timely and detailed records of all client interactions and other required documentation, which conforms to standards of SDLR Policies and Procedures
- Collaborate, as needed, in monitoring performance on program outcomes, financial indicators, data collection, and other relevant metrics
- Review program documentation and ensure organizational standards are held within each staff, as needed
- Responsible for completing assigned administrative documentation and reporting
- Take lead role, as needed, in providing progress reports to STAR Director for Health & Wellness Monthly Reports
- Collaborate to provide oversight, management, and evaluation of STAR Program staff
- Support and maintain efforts to produce and maintain a positive workplace culture
- Attend, as needed, STAR related meetings with STAR Director
- Serve, as needed, as an effective STAR Program liaison to grass-root and grass-top members of the community, and to government and nonprofit agency partners with the objective of growing positive, proactive relationships
- Lead STAR related meetings/workshops with Servicios' STAR Program, and STAR Subcontractors
- Work with Servicios' STAR Director to ensure community input and guidance and to effectively incorporate the community’s voice into program operations
- Provide advocacy for the under-served and under-represented communities served by Servicios de La Raza
- Represent the STAR Program to other programs, including leadership, within Servicios and participate as a trusted partner in shared projects
Duties and Responsibilities: General
- All members of the SDLR workforce are expected to support the agency’s community outreach,
engagement, and recruitment efforts.
- All members of the SDLR workforce are expected to support and engage in advocacy for social justice, community outreach and engagement, and bringing voice to the voiceless.
- All members of the SDLR workforce are expected to support the agency’s fundraising Tasks might include activities like active fundraising, grant development, solicitation of donations, agency ambassadorship, and informational outreach, and public speaking.
- Maintain a respectful and collaborative working relationship with all members of Servicios’ workforce
- Participate in all required internal and external meetings
- Other duties as assigned.
Required Skills:
- Three years of experience in Public/Community Health, Behavioral Health, Social Services
- Three years of experience providing community-based care, especially in the delivery of care around urgent and emergent needs expressed by members of the community
- Fluid competence in Spanish is required
- Good awareness of Denver City and County behavioral health, social services, public safety, and public and private sector service providing agencies
- Knowledgeable in trauma-informed care and experience in working with highly-traumatized community
- Demonstrable leadership skills
- Willingness to learn and grow while inspiring others to do the same
- Effective organizational and time management skills
- Commitment to and experience with equity, cultural relevance, diversity, social justice, and disparity reduction practices with persons of color, agencies of color, and underserved communities
- Ability to establish and maintain effective working relationships with clients, co-workers, agency partners, and the public
- Conflict Resolution/De-escalation skills
- Minimum Requirements:
- Valid Driver’s License and Reliable Transportation; in-person outreach is a part of the roles and responsibilities
Required Education and Credentialing:
- Bachelors level education in Behavioral Health, Mental Health, Substance Use/Misuse, Social and Human Services, Social Work, Public Health, Health Care Administration, Nonprofit Management, or related field
- Commensurate executive, non-profit experience
Working Environment and Physical Requirements
