What are the responsibilities and job description for the Public Health Coordinator - RISK COMMUNICATION (Health Services) position at Shelby County Government?
Position Summary
This position is funded by a grant for a duration of time as defined by the grantor.
Works under the direction of the Manager of the Shelby County Health Department Public Health Emergency Preparedness Program to develop and implement an emergency risk communications plan to address the needs of special populations, cultural and psychological aspects of crisis communication to ensure an effective public health response in the event of a natural or biological terror event.
Pay Grade: 51 Minimum Qualifications
100.00% - 1. Three (3) years of progressively responsible marketing or communications experience preferably within a health care setting; and
2. Bachelor"s degree from an accredited college or university in marketing, communications, public health disaster management, public health administration, healthcare administration or closely related field; OR
3. An equivalent combination of related education and/or experience.
4. Health education and/or real-world emergency response experience preferred.
5. Certification in the Incident Command System (ICS 100, 200, 300, 700 and 800), preferred.
6. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED. Duties and Responsibilities
1. Develops and implements a local crisis and emergency risk communications plan for the health department to address the needs of special populations, cultural and psychological aspects of crisis communication and communication barriers for effective public health response.
2. Develops and implements a crisis communications plan for activities that will implement to meet the specific needs of under-resourced populations that include but are not limited to people with disabilities, minority groups, non-English speaking children, and the elderly.
3. Collaborates with the Tennessee Department of Health (TDH), Emergency Medical Services (EMS), Tennessee Emergency Management Agency (TEMA), local/state police, the Federal Bureau of Investigation (FBI), local fire departments, local hospitals, district regional director of the Office of Homeland Security, and other entities to upgrade emergency preparedness and response capabilities related to bioterrorism, outbreaks of infectious disease and other public health threats and emergencies.
4. Reviews, informs, educates, empowers, and recommends changes on the development and maintenance of all Regional Public Health Preparedness Plans for responding to acts of chemical or biological terrorism or other infectious disease outbreaks, public health threats, and emergencies.
5. Develops and administers policies and plans to ensure local public information and communication personnel identified for SNS/CRI response have been trained on responsibilities associated with a mass prophylaxis campaign.
6. Coordinates, documents, and evaluates all training opportunities for emergency risk communications and public relations and ensures "Job Action Sheets" are developed and updated.
7. Ensures messages have been developed for mass prophylaxis dispensing at the local level.
8. Assists with planning and media-related issues for all PHEPP drills and exercises. Assists with minutes at all Cities Readiness Initiative meetings.
9. Assists the Volunteer Coordinator with the implementation of Map your Neighborhood and develop of new MRC promotional material used for community outreach (Flyers, brochures, handouts, checklists, bookmarks, etc.).
10. Converts complex issues into engaging, actionable, and informative content on social media.
11. Develops engaging content for all social media and digital advertising accounts, including Facebook, Instagram, Twitter, TikTok, YouTube, and other relevant platforms.
12. Find and share relevant news daily across social media and to all staff, as appropriate
13. Performs other related duties as required or directed. KSA's

3. Ability to meet deadlines and work under pressure and/or in a crisis.

6. Ability to read, analyze, and interpret complex documents and statistical tables and formulas.
7. Ability to respond effectively to sensitive inquiries or complaints.
8. Ability to write reports and other items using original or innovative techniques or style.
9. Ability to make effective and persuasive presentations.
10. Ability to interpret an extensive variety of technical instructions dealing with abstract and concrete variables.
11. Proficient in Microsoft Office (Word, Excel, Access, and PowerPoint) or similar software applications. Special Requirements
1. Must possess a valid Tennessee driver"s license or secure one by date of employment.
2. Must have daily access to an operable automobile and meet county requirements for automobile insurance upon date of employment.
3. May be required to work extended hours, including weekends and available to work on-call during an event.
4. Work will require travel to locations outside of the office.
