Job Summary:
The Human Resources Manager reports to the Administrator and serves as a consultant in the following aspects of Human Resources including, but not limited to; employee relations, conflict resolution, coaching and performance management, recruitment, benefit programs, FMLA and LOA’s. The Human Resources Manager is responsible for the onboarding process of new personnel. The Human Resources Manager serves as a key promoter of the facility’s mission, vision and core values and is responsible for managing the department as a service organization, continuously seeking to understand, meet and exceed customer expectations and needs. He/she will ensure the enforcement of local, state and federal regulations including, but not limited to New Jersey DOHSS, CMS Conditions of Coverage, ADA, New Jersey labor laws and AAAHC accreditation requirements. He/she maintains liaison relationships and timely communication with Administration, facility staff, medical staff and vendors.
Essential Functions:
The Short Hills Surgery Center Human Resources Manager will participate in the day to day operations and responsibilities of the surgery center, as well as confidential matters with professionalism and discretion. Responsibilities include, but are not limited to:
Training and Development
- Train and coach managers on state and federal employment regulations, employee relations, effective employee discipline, interview practices, performance appraisals, employee development plans, terminations, discrimination and sexual harassment.
- Educate managers and staff on company policies and procedures.
- Develop and roll out training workshops on relevant topics to enhance learning and development.
- Make recommendations to Administration on policy updates or changes.
- Partner with management to ensure goals and objectives are linked to the overall business strategy and objectives.
Recruitment/Staffing
- Post open positions internally and externally as appropriate
- Maintain resumes and employment applications in line with state/federal law.
- Recruit for open positions via job ads/posts, job fairs or agencies.
- Receive and screen emails/faxes/mail from candidates applying for open positions, conduct initial interviews and provide feedback to hiring manager.
- Conduct background check and verify employee health requirements with employee health nurse.
- Provide new employees with job offer letter. Ensure that all new employee documents are completed and entered into the database system in a timely manner.
- Conduct new hire orientations.
- Submits new hire information to corporate for OEC checks
- Provide separation documents to employees who separate from the center.
Employee Relations
- Consistently maintain favorable and effective relations among employees.
- Bring to the attention of the Administrator employee relations issues that need to be addressed.
- Investigate issues using conflict resolution skills and maintain records of interviews and findings.
- Assist managers in improving employee relations by moderating discussions between employees and managers when necessary.
- Liaise with Administrator to coordinate center trainings and investigations when necessary.
- Develop / maintain a reward and recognition program, as appropriate to enhance employee engagement.
Compensation and Benefits
- Educate new and existing staff on all benefit programs.
- Conduct initial benefit rollout for new hires.
- Assist employees with benefit enrollment.
- Counsel employees on benefit plan provisions.
- Assist with benefits Open Enrollment annually for the roll out of new or enhanced benefit programs.
- Follow-up with employees’ questions/concerns regarding benefits.
- Develop compensation guides for managers and suggest employee compensation adjustments as necessary.
- Assist in managing the SHSC 401k plan in collaboration with third party plan administrator.
- Collaborates with FMLA leave administrator to oversee and administer leave requests and accommodations, particularly arising from FMLA, ADA, LOA, and disability.
Employee Records/Data Base Maintenance
- Maintain all HR related employee records according to state/federal guidelines.
- Enter in the database system all changes in status such as merit or promotion increases, transfers, terminations, resignations, etc.
- Assist the management team with the development of progressive discipline documentation including Performance Improvement Plans, as requested.
- Ensure managers with direct reports complete the Introductory Period Evaluation Form and the Periodic Employee Performance Feedback Form according to the facility established schedule.
- Maintain progressive discipline and performance appraisals in employees’ files.
General Duties
- Maintain Center bulletin board with up-to-date postings, including labor law requirements and ensure legal compliance.
- Assist with any and all special projects, as requested.
Qualifications:
- Bachelor’s degree in Business or Human Resources related field; required.
- MHRM or related degree or SHRM-SCP certification; required.
- A minimum of 5 years experience in an HR Generalist role, including direct involvement with business executives.
- Demonstrated strategic thinking capability and hands-on HR business plan implementation experience.
- Demonstrated strong working knowledge of Federal/State and local laws pertaining to the employment relationship.
- Previous experience providing advice and counsel in a candid and focused manner, including tailoring suggestions to fit individual, team and organizational needs.
- Track record of effective conflict resolution skills.
- Ability to convey a positive and professional image to applicants and employees.
- Ability to handle confidential information with great sensitivity.
- Strong verbal and written communication skills.
- Computer and word processing skills.
