Overview
We are seeking a highly skilled and motivated IDIQ Program Manager to oversee the management and execution of multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicles. This individual will lead task order activities, maintain client relationships, and ensure project deliverables are met on time and within budget. The ideal candidate will have extensive experience in federal acquisition, a proven track record of successful task order execution, and the ability to foster partnerships that align with organizational objectives.
Key Responsibilities
1. Task Order Management
- Oversee the entire lifecycle of IDIQ task orders, including identification, proposal development, and execution.
- Collaborate with cross-functional teams to develop high-quality responses to task order opportunities, ensuring alignment with contract requirements and organizational capabilities.
- Maintain a comprehensive task order pipeline, tracking deadlines, milestones, and deliverables.
- Ensure timely and accurate submission of task order proposals, modifications, and reports.
2. Customer Intelligence & Relationship Management
- Develop and maintain in-depth knowledge of customer missions, agency goals, and acquisition strategies across contract vehicles such as OASIS , CIO-SP4, JETS2, Polaris, Seaport NexGen, and TRNG2.
- Build strong relationships with key stakeholders, including government contracting officers, program managers, and technical leads.
- Act as the primary point of contact for client engagement, ensuring their needs are met with excellence.
3. Strategic Partnerships & Alliances
- Cultivate and manage relationships with subcontractors, vendors, and teaming partners.
- Ensure compliance with subcontracting plans and federal requirements, leveraging small business partnerships to enhance task order success.
- Negotiate teaming arrangements and manage partner coordination efforts to meet project objectives.
4. Performance Monitoring & Reporting
- Implement and maintain dashboards to track task order performance, win rates, and customer feedback.
- Present updates and insights to senior leadership on contract performance and growth opportunities.
- Monitor and report key performance indicators (KPIs) in alignment with the organization’s strategic goals.
5. Process Optimization & Leadership Alignment
- Establish and refine best practices for task order management to enhance efficiency and compliance.
- Conduct quarterly leadership reviews to ensure alignment with strategic objectives and timely completion of action items.
- Train and mentor internal teams on contract management tools and best practices.
Qualifications
Education:
- Bachelor’s degree in Business Administration, Government Contracting, or a related field (Master’s degree preferred).
Experience:
- 8 years of experience managing IDIQ/GWAC contracts, including JETS2, OASIS , Polaris, CIOSP4, Seaport NexGen, and TRNG2. •
- Demonstrated success in task order response management and execution.
- Strong track record of fostering client relationships and driving strategic growth.
Skills:
- Expertise in FAR/DFARS and federal procurement regulations.
- Exceptional leadership, project management, and organizational skills.
- Proficiency in contract management tools, proposal development platforms, and market research software.
- Strong analytical and communication skills to effectively engage with clients, leadership, and teams.
Certifications (Preferred):
- Project Management Professional (PMP)
- DAWIA or FAC-C certification
- ITIL, CMMI, or other relevant technical certifications
