Job Description:The ideal candidate is responsible for providing expert contract management support to CBP Contracting Officers and Contracting Officer's Representatives in the Cargo Systems Program Directorate (CSPD). The position requires a thorough understanding of federal acquisition regulations, contract types, and contract formation procedures. Works independently to assist in the development of solutions and recommendations regarding contractual issues, support task order preparation, review contractor notifications, and provide liaison with CBP business management personnel. Acts as a mentor to junior staff and collaborates with clients and stakeholders. Performs other related duties as required. The candidate performs the following specific assignments:
- Executes contract management tasks and supports acquisition activities
- This position requires prior experience working with federal acquisition regulations (FAR, HSAR)
- This position requires prior experience working with various contract types (IDIQ, Cost-Type, T&M, Fixed-Price)
- This position requires prior experience working with contract documentation and procurement planning
- This position requires prior experience working with federal procurement processes and procedures
- Demonstrated experience preparing Task Orders (TOs), Delivery Orders (DOs), and Purchase Orders (POs)
- Demonstrated experience preparing modifications to TOs, DOs, and/or POs
- Demonstrated experience reviewing contractor notifications and requests for consent to subcontract
- Demonstrated experience with federal procurement strategies to support mission needs
- Demonstrated experience with pre-solicitation and pre-award materials for procurement actions
- Demonstrated experience developing Independent Government Cost Estimates (IGCEs)
- Demonstrated experience drafting Statements of Work (SOWs) and acquisition planning documents
- Bachelor's degree from an accredited college in Business Administration, Contract Management, Procurement, or related field
- At least seven (7) years of post-college full-time experience in federal acquisition support or contract management
- At least five (5) years of experience supporting DHS or CBP procurement activities
- FAC-COR Level II or III certification
- Demonstrated experience supporting IT acquisitions, particularly cargo systems or trade facilitation programs
- Demonstrated experience with DHS Acquisition Lifecycle Framework (ALF)
- Demonstrated experience with contract closeout procedures
- Demonstrated experience with invoice processing and the Prompt Payment Act
- Demonstrated experience building and maintaining constructive relationships among customers, stakeholders, technical teams, contractors and senior level staff
