WHAT DOES AN AQUISITION PROFFESSIONAL DO?
Augment a well-established team as an Aquisition Professional. This is a collaborative team environment that entails frequent interaction with customers. This is a fast-paced team so a willingness to take on challenges to creatively solve customer requirement problems will be required. The successful candidate for an Aquisition Professional will be self-motivated and will support new development work as well as sustainment activities.
Draft pre-solicitation documents that reflect the Government's requirements while adhering to all applicable policies and federal regulations. Draft acquisition strategy documents and assist the Government in implementing the strategies. Advise in the interpretation and tailoring of DoD/the Agency's acquisition regulations/memorandums. Ensure affordable, supportable and effective systems are delivered to the customer. Provide assistance in analyzing and developing improved policies, plans, methods, procedures, and systems of acquisition management.

WOULD YOU BE A GREAT AQUISITION PROFFESSIONAL?
The Aquisition Professional will advise the Govt on acquisition, solicitation, and award strategies. The Aquisition Professional will develop and refine acquisition strategies, including drafting, documentation management, tracking of status and organizing meetings. The Aquisition Professional will be responsible for phase gathering and documentation, including management and integration of contract requirements from multiple sources while soliciting, drafting, with administration strategies.
In addition, the Aquisition Professional is required to have experience in RFI/RFP administration: tracking, documenting correspondence and questions from prospective vendors, support for industry day activities. The qualified candidate will source selection administration: organizing proposal review process, administration of Govt scoring, Govt proposal review documentation management, while supporting Government Program Managers (GPMs) in the identification and collection of Minimum Acquisition Requirements.
Requirements
- Active DoD TS//SCI Security Clearance with Poly is required at time of application
- Bachelor's Degree with a business focus or technical focus is required
- In lieu of a degree, the DAWIA Level II in any focus area and an additional three (3) years of directly related experience.
- Twelve (12) years of experience in DoD acquisition management, DoD contracting, or DoD contract management is required with a Bachelor's degree as described above.
- Fifteen (15) years of experience required with a High School Diploma.
- Minimum of three (3) years' experience writing pre-solicitation documents in compliance with the Agency/CSS Policy 8-2, including annexes, or another DoD Agency's similarly guiding acquisition policy. Experience in DoD source selection desired.
- Coordinate and schedule pre-acquisition meetings, to include IPTs.
- Conduct market research and document findings
- Draft market surveys and analyze results
- Draft Competition in Contracting Act (CICA) justifications for other than full and open competition
- Write requirements documents to include Statements of Work (SOWs), Statements of Objectives (SOOs), Technical Task Orders (Completion and LOE), Labor Categories, and Performance Work Statements (PWS).
- Assist the Government in providing oversight and compliance review of acquisition documentation at all levels of preparation.
- Write Award Fee Plans documenting the Government's strategies to incentivize performance
- Provide assistance in analyzing and developing improved policies, plans, methods, procedures, and systems of acquisition management
- Advise in the interpretation and tailoring of Govt acquisition regulations/memorandums to ensure affordable, supportable and effective systems are delivered to the customer.
