Position SummaryThe Program Manager (PM) will serve as the primary point of leadership and accountability for the execution of BPA Order 1 and any future Task Orders under the Executive Office of the President (EOP) ADSOSS contract. The PM will oversee multidisciplinary Agile teams supporting the development, sustainment, and integration of enterprise applications, including those on the .NET and SharePoint platforms, both on-premises and in the cloud.
This position is responsible for overall contract performance, Government interface, resource management, and ensuring delivery excellence across all functional areas. The PM will facilitate collaboration between contractor staff, government stakeholders (including the COR and Product Managers), and external entities such as the White House Communications Agency.
Duties & ResponsibilitiesLead day-to-day program execution across multiple BPA orders and calls, ensuring on-time and high-quality delivery.
Manage Agile Kanban processes across the development and sustainment lifecycle, ensuring alignment with EOP priorities.
Serve as the primary liaison to the Contracting Officer (CO), Contracting Officer's Representative (COR), and Government project leads.
Oversee workforce allocation, surge planning, and onboarding of contractor personnel.
Identify and mitigate risks to delivery, including prioritization conflicts or resource shortfalls.
Track performance against key metrics and Service Level Agreements (SLAs) defined in the QASP.
Lead status briefings, retrospectives, and roadmap reviews with Government stakeholders.
Ensure compliance with EOP's IT security policies, privacy protections (CUI/PII), and software development standards.
Coordinate with technical leads on DevOps toolchains (GitHub, JIRA, Confluence) and ensure seamless integration of task management systems.
Minimum 10 years of progressive IT program or project management experience.
Demonstrated success managing Agile software development programs for Federal clients.
Strong experience managing hybrid environments (.NET, SharePoint, SQL Server, cloud-based SaaS platforms).
Proven ability to manage geographically distributed teams and complex client relationships.
Excellent communication, negotiation, and stakeholder engagement skills.
Bachelor's degree in Computer Science, Information Systems, Engineering, Business Administration, or related field (Required).
Advanced degree (MBA, MIS, or MPA) preferred but not required.
PMP (Project Management Professional - PMI)
Agile/Scrum Certifications (e.g., Certified ScrumMaster, SAFe)
ITIL Foundation or equivalent process management framework
