Under limited supervision, incumbent is responsible for the development and implementation of program standards, policies, and procedures. The Disaster Recovery Manager will direct and communicate with general contractors and implementation contractors while carrying out SCOR efforts in accordance with all program requirements. Other job duties and responsibilities include but are not limited to:

  • Responsible for the development and implementation of program standards, policies, and procedures for all SCOR disaster recovery or construction programs.
  • Ensure compliance with state and federal regulations governing the use of state and HUD CD BG-DR (or other federal) funds, respectively. Collaborate with and direct Compliance Manager and Construction Manager on monitoring activities and construction activities, respectively, for disaster recovery programs.
  • Communicate with and direct general contractors, vendors, and implementation contractors.
  • Develop and implement quality control and assurance functions to ensure that SCOR personnel, general contractors, sub-contractors, and implementation contractors are providing high quality, effective services according to SCOR's policies, procedures, requirements, standards, and timelines.
  • Track and report on program effectiveness, efficiency, and production levels.
  • Supervise and oversee efforts to detect and prevent instances of fraud, waste, and abuse in the implementation of SCOR construction and grant programs.
  • Performs other tasks as assigned/needed by the Disaster Recovery Director.
Minimum and Additional Requirements

A bachelor's degree and relevant program experience. 


ADDITIONAL REQUIREMENTS:

  • Knowledge of HUD CD BG-DR/MIT regulations relevant to Disaster Recovery housing programs or Mitigation programs.
  • Ability to exercise judgment and discretion. Ability to establish and maintain effective working relationships.
  • Ability to understand, interpret, and apply laws, rules, regulations, policies, and procedures. Ability to communicate effectively and think creatively.
  • Must maintain a valid SC driver's license.

Preferred Qualifications
  • Prefer hurricane or flood disaster recovery experience involving single-family housing and/or buyout programs; or experience in home construction including management of program design/compliance/budget.
  • Experience with grant management, monitoring, tracking, reporting, and evaluation preferred.
