INTRODUCTION:
The employee works under the supervision of the Policy Council and Governing Board. The employee is responsible for the development, implementation and administration of the programs and departments operated by the South Central Human Resource Agency. The employee shall provide the Policy Council and Governing Board with plans, budgets and recommendations which may be requested or are necessary to ensure maximum proficiency regarding the total programs. The employee is responsible for the proper administration of policies, procedures, activities and programs in accordance with the policies and regulations of Federal, State and other agencies as required.
ESSENTIAL FUNCTIONS OF THE JOB:
Exercises discretion and independent judgment with respect to matters of significance.
Oversight and direction of the planning, budgeting, staffing, implementation, monitoring and evaluation of total Agency operations.
Provide the Policy Council and Governing Board with program and agency-wide financial reports; with recommendations for improvement if necessary.
Recommend to Policy Council and Governing Board suggestions for individual program modifications to ensure continuous improvement and compliance with grantor, state and federal requirements.
Work with Agency Leadership team and other stakeholders to maintain and ensure safe and professional facilities are available for staff to work and customers to receive services.
Advocate for support and expansion of Agency programs through obtaining locally provided office space, materials, volunteers, utilities, funding, etc., from Federal, State, County and City governments, private businesses and individuals.
Research and develop new funding opportunities that align with the Agencys mission and goals.
Work with the Agency Human Resources Director to ensure the needed development, updating and application of the Agency's Personnel Policies.
Work with the Agency Human Resources Director to ensure a Human Resource Management system is in place to comply with all applicable grantor, state and federal reporting and compliance.
Work with the Finance Director, on accounting system for the agency which complies with state and Federal requirements and which will efficiently and effectively account for all funds received and expended by the Agency.
Work with the Finance Director to ensure an Accounting and Procurement Policies and Procedures manuals is developed and maintained to comply with grant, state and federal requirements.
Work with the Agency Program Directors to ensure grantor requirements and regulations are met and activities are monitored for compliance
Work with Policy Council and Agency Leadership team to develop an Agency Strategic Plan that addresses the needs and goals of the agency, communities and individuals.
Assist the Policy Council in carrying out its policy-making functions by providing them with pertinent information.
Ensure that all Federal, State and local laws are complied with in carrying out the programs of the Agency.
Monitor and evaluate the performance of Agency Leadership team and ensure opportunities for the teams continual education and training in assigned areas.
Adheres to professional ethics and standards, demonstrating work habits which comply with Agency Personnel Policies and Procedures.
QUALIFICATIONS
Masters Degree in Business Administration, Public Administration or related field (Preferred)
Bachelor's degree in Business, Administration, Public Service, Social Services or equivalent (Required)
Ten (10) years experience in the social services field of which five (5) years must have been in a responsible supervisory, consultative, or administrative capacity.
Must possess a valid Tennessee Driver's License and Automobile Liability Insurance

Knowledge of the goals and objectives of human resource agencies and their programs
Knowledge of the political, social, economic, and physical factors influencing urban development
Knowledge of the comprehensive nature of human service delivery systems
Knowledge of budgeting and evaluation techniques
Knowledge of the principles and practices of management and the ability to apply these practices
Knowledge of modern office practices, procedures and equipment
Ability to supervise and direct the efforts of a large, multi-funded agency with many programs providing services to thousands (1000's) of clients
Ability to establish and maintain harmonious working relationships between all components of the Agency
Ability to establish an effective working relationship with the general public and the employees of the Agency
Ability to make clear and concise reports
Ability to effectively and efficiently communicate both verbally and in writing
Ability to plan programs, develop policies to determine priorities
Ability to establish and maintain adequate records and methods for systematic reporting of statistical data
Ability to express ideas clearly, concisely and convincingly
Ability to update information on funding sources, regulations and guidelines
Knowledge of computer database applications including Microsoft Office products, and database management
While performing the duties of this job, the employee is frequently required to sit; stand; stoop; bend; walk; talk; hear; use hands to grip; reach with hands and arms, required to stand or walk on uneven surfaces; climb stairs and lift up to 30lbs daily
