Job Title: Human Resources Generalist
Job Type/Location: The person in this position will work at the District Office, which is located on the Southeastern Regional Vocational Technical High School campus.
Job Goal:
The Human Resources Generalist works under the direction of the Executive Director of Diversity, Equity, and Inclusion to perform daily human resources functions related to recruitment, hiring, orientation, retention, pay and benefits administration, policy and procedure administration, and evaluation of personnel. The Human Resources Generalist plays an integral role in fostering a welcoming, equitable, and inclusive working environment for all employees.
Qualifications:
- A Bachelor’s Degree or higher in human resources or relevant field.
- A minimum of three years of experience in human resources, recruitment, equity, labor relations, employment law compliance, staff training, and/or employee engagement strongly preferred.
- Highly motivated self-starter who can work independently and without extensive supervision.
- Strong organizational skills.
- Strong written and verbal communication skills.
- Knowledge of applicable federal statutes and Massachusetts General Laws.
- Ability to maintain strict confidence regarding all matters.
- Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.
- Works collaboratively with the Executive Director of Diversity, Equity, and Inclusion and administrators to advance a district-wide strategy that promotes a culture of diversity, equity, and inclusion.
- Performs administrative and clerical duties necessary to complete objectives of the position, including but not limited to answering the phone, creating documents and spreadsheets, scheduling appointments, and maintaining relevant electronic and paper files.
- Reviews and recommends changes to district policies and practices to attract and retain a diverse staff of qualified individuals who are committed to ensuring a quality educational environment for all students.
- Works cooperatively with the Principal, Director of the Technical Institute, and other administrators to facilitate the recruitment and hiring process for all staff with a focus on fair and equitable processes and outcomes.
- Provides ongoing and sustained human resource support to assist the Principal, Director of the Technical Institute, and other administrators with the day-to-day operation of their areas and refers complex or sensitive matters to the appropriate administrator.
- Acts as the primary point of contact for all matters related to day-to-day human resources inquiries.
- Acts as a resource for new teachers and aspiring educators regarding licensure pathways.
- Verifies that new hires and current employees possess all requisite licenses from the Department of Elementary and Secondary Education.
- Assists the Executive Assistant to the Superintendent in completing the waiver process for unlicensed staff consistent with the Massachusetts Department of Elementary and Secondary Education regulations.
- Works cooperatively to design and implement orientation and mentoring activities for new staff.
- Oversees the management of personnel files.
- Reviews requests for paid leave, conference attendance, and other professional days.
- Manages Family and Medical Leave Act (FMLA) and other leaves of absence requests, in compliance with applicable law and District policy.
- Coordinates the District’s response to requests for reasonable accommodations under the Americans with Disabilities Act.
- Works cooperatively with the Assistant Superintendent of Finance & Administration and payroll staff to ensure accurate information is processed in a timely manner.
- Facilitates the process to hire, deploy, and evaluate paraprofessional staff, technology support staff, cafeteria workers, substitute teachers, custodial staff, and other support staff.
- Serves as the District’s resource in personnel management as it pertains to applicable provisions of the law.
- Manages the criminal background check process for all staff, volunteers, and subcontractors.
- Ensures compliance with all applicable laws, including but not limited to, ADA, FMLA, Massachusetts’ Maternity Leave Act, Equal Pay Act, and the Pregnant Workers’ Fairness Act.
- Coordinates the District’s Employee Assistance Program.
- Oversees, in collaboration with the Assistant Superintendent of Finance & Administration, all cases related to employment and workers’ compensation.
- Works in collaboration with the Executive Director of Diversity, Equity, and Inclusion to develop methods for evaluating staff satisfaction.
- Ensures compliance with the educator and support staff evaluation system.
- Updates employee handbook, as necessary, and makes recommendations regarding personnel policies to the Superintendent and the School Committee.
- Reviews and recommends changes to employee job descriptions.
- Attends School Committee meetings and subcommittee meetings, as requested.
- All other duties as assigned by the Superintendent.
