SUMMARY

Springboard Community Services (SCS) is a CARF-Accredited Outpatient Mental Health Clinic with offices in Baltimore City, Carroll, Harford and Howard County. We are looking to expand our services with the provision of Psychiatric Rehabilitation Program (PRP) serving both minors and adults. Under the direct supervision of the Chief Program Officer, the PRP Director & Rehabilitation Specialist will provide administrative and program oversight over psychiatric rehabilitation services. This position will include supervision of PRP program staff, ongoing collaboration with the directors in respective Springboard locations as well as working with clinical staff, case managers, supervisors, and community-based resources. The PRP Director & Rehabilitation Specialist is responsible for assessing the needs and barriers across offices, establishing equitable access to services for consumers, and removing barriers to ensure streamlined services across mental health programs. The ideal candidate will have experience in Psychiatric Rehabilitation program development, implementation, and evaluation.

PRIMARY DUTIES AND RESPONSIBILITIES

· Directs the day to day operation and administration of the program, in accordance with program goals and objectives; oversees program coordination and logistics; prepares necessary reports; resolves problems and makes changes to accommodate changing priorities and needs

· Creates and implements processes to ensure that the company is performing at the standards outlined by COMAR and CARF.

· Develops and assures that rehabilitation services meet the needs of the individuals served by the program through the formulation of rehabilitation assessments, individual rehabilitation plans, and ongoing review of services.

· Communicates regularly with PRP program staff as well as clinicians/clinical supervisors as needed, to ensure clinical documentation is completed and any barriers to completion are noted and addressed.

· Assists in the creation and implementation of administrative deadlines for consumer documentation.

· Monitors timely submission of documentation.

· Trains program staff on company policies and processes, as needed.

· Reviews schedule of consumers weekly to monitor show vs no show rates to assist counselors in maintaining appropriate caseload sizes and assist consumers with addressing barriers to attending appointments/sessions.

· Reviews schedule of consumers weekly to monitor billable and non-billable submissions and assists counselors with addressing barriers to submissions.

· Assists in streamlining the flow of communication from administrative to PRP program staff.

· Develops team culture through training and ongoing supervision, support and evaluation of PRP staff, including disciplinary actions when needed.

· Conducts monthly supervision with the counselors.

· Ensures the development of a staffing plan that identifies the type and number of staff needed to provide a program of rehabilitation and recovery services for individuals with serious mental illness;

· Develops relationships with external partners to yield referrals to the PRP program through outreach and marketing efforts.

· Other duties as assigned.

GENERAL DUTIES

· Ensures coordination and delivery of services and support to PRP counselors, evaluating program documentation ensuring submission in a timely manner, maintaining constant communication and assessing data compiled from reports.

· Educates direct care staff on how to provide rehabilitation services that correlate with the goals identified in the IRP.

· Collects and analyzes program data and participates in evaluating program effectiveness; identifies problems and makes changes within guidelines, or recommends major changes.

· As a member of the senior leadership team, provides data reports and recommendations for performance measurement and improvement, and implements agreed-upon changes.

· Manages tasks assigned.

SUPERVISORY RESPONSIBILITIES

The PRP Director & Rehabilitation Specialist will supervise all PRP program staff to include PRP counselors, additional rehabilitation specialists, and administrative personnel, as applicable.

EDUCATION and/or EXPERIENCE

· Licensed in the state of Maryland as a: LMSW, LGPC, LGMFT, LGPAT, LCSW, LCSW-C, LCPC, LCMFT, or LCPAT.

· Shall have sufficient qualifications, knowledge and at least 2 years’ experience in psychiatric rehabilitation programs or 5 years’ experience in mental health related services.

· Shall be knowledgeable of COMAR and CARF regulations applicable to the program.

· Shall be a licensed mental health professional OR Certified Psychiatric Rehabilitation Practitioner (CPRP) and Child and Family Resiliency Practitioner as certified by the Psychiatric Rehabilitation Association.

· Training and/or experience utilizing evidence-based practices relevant to Motivational Interviewing preferred but not required.

· Knowledge of human developmental stages.

· Knowledge of trauma theory and symptomology.

· Knowledge of and ability to work with persons of diverse backgrounds.

LANGUAGE SKILLS

Ability to respond to common inquiries or complaints from clients, regulatory agencies, or members of the community. Ability to effectively present information to management and/or Board of Directors.

MATHEMATICAL SKILLS

Basic math skills of addition, subtraction, multiplication and division are required.

CERTIFICATES, LICENSES, REGISTRATIONS

Maryland Licensure at the Clinical Social Work level (or LCSW-C) or equivalent licensure (i.e., Licensed Certified Professional Counselor, LCPC) preferred or Maryland Licensure at the Graduate Social Work level (LMSW) or equivalent licensure (i.e., Licensed Graduate Professional Counselor, LGPC) OR CPRP & CFRP certified by the Psychiatric Rehabilitation Association.

1. Routine office mobility, including walking up and down stairs; this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.

4. Constantly operate a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.

5. The ability to communicate information and ideas so others will understand. Must be able to exchange accurate information in these situations.

6. The ability to observe details at close range (within a few feet of the observer).

This position requires frequent travel to various offices in other jurisdictions, partner sites, and client locations, including clients' homes, as part of the job responsibilities.

Job Type: Full-time

Pay: $70,000.00 - $85,000.00 per year
