What are the responsibilities and job description for the IT Systems Manager position at Springville City Corporation?
Under the supervision of the Network Administrator / IT Superintendent, is responsible for the deployment, maintenance, and integration of the City's enterprise Geographic Information System (GIS) and the City's Computerized Maintenance Management System (CMMS).
- Installs and troubleshoots problems with GIS and CMMS systems, including installing software, installing upgrades, and assisting users with software or hardware problems.
- Designs systems and databases that support the collection and dissemination of relevant geospatial information and workflows for the CMMS.
- Responsible for overall technical management and updates of GIS, SQL Server, and CMMS.
- Enforces data security protocols and manages user access control for GIS and CMMS users, to include setting up new users, new permission rights, new dashboards, etc., and deactivating old users as needed.
- Maintains work of ArcGIS Server Manager and the CMMS cloud-based application used by the City.
- Manages and conducts updates of Enterprise and other Esri products, plus the CMMS used by the City.
- Maintains local servers that are required for GIS data, CMMS data, and any other supporting software.
- Performs system administration related to GIS tasks.
- Integrates GIS systems with other enterprise IT systems (CMMS and others).
- Performs system administration related to the CMMS and the Asset Management program it supports.
- Tracks GIS maps / layers in other software used in the City (CMMS, Caselle, etc.).
- Maintains compatibility of ESRI products with other software installed on the City computers (Microsoft, Google, BlueBeam, etc.).
- Manages system backups, upgrades, and patches for ArcGIS server, as well as client PCs.
- May drive a personal or City vehicle to attend meetings.
- Develops and implements a regular training program to ensure that GIS and CMMS users are properly trained and retrained regularly on the software platforms they use.
- Responsible for monitoring and implementing the expenditures, revenues, and other budgetary aspects of the City's GIS and CMMS programs.
- Leads the creation of the City's vision and plan for the GIS and CMMS programs.
- Will perform all other duties, as assigned.
Bachelor's Degree in a technical or scientific field, such as IT (preferably system administration), GIS, Asset Management, or related field from an accredited college or university required. Will consider equivalent experience in lieu of a degree. Five (5) years of experience in IT / GIS / Asset Management, with experience in managing ESRI Enterprise product, and CMMS required. Possession of or the ability to obtain an ESRI ArcGIS Enterprise Administration Professional Certification 2201 is preferred. Must demonstrate or develop a knowledge of Asset Management principles and concepts as they relate to City operations.
Knowledge, Skills, and Abilities
Experience with Windows Server, Microsoft SQL, ArcGIS Enterprise. Python, JavaScript, XML, and HTML to maintain the system environment and create custom applications and user interfaces exposing GIS databases and services. Must be knowledgeable on all current and / or new GIS related software and security. Must be familiar with CMMS systems or become proficient within six (6) months of hire date. Must be able to relate IT design principles to Enterprise GIS and CMMS systems. Must have the ability to effectively communicate both in writing and orally, and demonstrate effective customer services skills with customers who are mostly internal to the City.
Mobility to work in a typical office setting and use standard office equipment, stamina to remain seated and maintain concentration for an extended period of time, vision to read printed materials and a computer screen, hearing and speech to communicate in person or over the phone. Specified position may require working in various terrain and using survey equipment. Must be able to lift 30lbs.
